In order to give full play to the revolutionary tradition, carry forward the spirit of the old revolutionary base areas, cherish the memory of Marshal He Long, a proletarian revolutionary of the older generation, and other revolutionary martyrs, revitalize the economy of the old revolutionary base areas, and promote the spiritual civilization construction of the old revolutionary base areas, Sangzhi County, Yongshun County, Shimen County, Yongding District, Cili County, Wulingyuan District, Longshan County in Hunan Province, Hefeng County, Honghu City, Xuanen County, Wufeng County, Laifeng County and other counties (districts) in Hubei Province have jointly agreed to organize the "He Long Cup" basketball friendly match in the old Soviet area of Hunan and Hubei. Through sports exchanges, the revolutionary traditional friendship of the people in the old Soviet areas will be further developed, contacts will be strengthened, civilization will be created together, and common development will be achieved. The competition began in 1981. The first session was held in Sangzhi, with a total of 9 teams participating. Initially, there were two events for men and women. So far, 24 sessions have been held. During this period, Sangzhi hosted four sessions, Hefeng, Shimen, and Honghu hosted two sessions respectively, and other districts and counties hosted one session each. In 2001, after Hefeng County hosted the 12th event, it was interrupted for nearly 10 years due to various reasons. In 2010, Sangzhi started preparations again and it has continued to this day. It is the most influential mass sports event in Hunan and Hubei provinces.
Up to now, there are 12 districts, counties and cities that regularly participate, including five counties and cities in Hubei Province, namely Hefeng, Honghu, Wufeng, Xuanen and Laifeng; and seven districts and counties in Hunan Province, namely Sangzhi, Longshan, Shimen, Yongshun, Yongding, Wulingyuan and Cili.
