According to CCTV News, on the 18th local time, the Palestinian Islamic Resistance Movement (Hamas) stated that after listening to the mediator's statement on the progress of the negotiations, Hamas believed that Israeli Prime Minister Netanyahu was still hindering the reaching of a ceasefire agreement in Gaza.

Hamas said the new proposal responded to and was consistent with Netanyahu's conditions, especially his rejection of a permanent ceasefire and withdrawal from Gaza, and his insistence on continuing to occupy the Netzarim corridor, Rafah crossing and Philadelphia corridor in the Gaza Strip. The statement pointed out that Netanyahu set new conditions for the exchange of documents for detained persons, which hindered the completion of the exchange agreement.
Negotiations on a ceasefire agreement in the Gaza Strip resumed in Doha, the capital of Qatar, on August 15 local time, and were suspended on August 16. They will continue in Cairo, the capital of Egypt, next week. Representatives from Qatar, Egypt, the United States, and Israel attended the talks, while Hamas was absent from the talks that day.
After the talks, Hamas spokesman Jihad Taha said on the 17th that regarding the new round of Gaza ceasefire negotiations, the transitional proposal put forward by the mediator that Hamas learned of was inconsistent with the Gaza ceasefire agreement plan agreed by the organization in early July. On the same day, another senior Hamas official said that Israel added new conditions to the negotiations with the intention of obstructing the conclusion of the agreement, and the latest transitional proposal put forward by the United States responded to these conditions put forward by Israel. The official called on the mediator to put pressure on Israel to force it to implement the previously agreed ceasefire agreement plan. He also stressed that any agreement must include a comprehensive ceasefire, a complete withdrawal of Israeli troops from Gaza, the provision of emergency relief supplies to the Gaza Strip, and the exchange of detained personnel.
