As one of the practical projects for the people by the Zhangzhou Municipal Party Committee and Municipal Government in 2024, the sports venues of 34 schools in Zhangzhou have all been renovated and upgraded and opened to the public, allowing the general public to enjoy the fun of sports at their "doorstep".
Open venues to activate sports resources
In the evening, at the Hongpu Primary School Stadium in Longwen District, Zhangzhou City, many citizens were exercising. Teenagers were playing basketball, children were chasing their fathers, and couples were practicing volleyball... Everyone was enjoying the happiness brought by sports.
"In the past, I had to run to Jiangbin Road two kilometers away to exercise after get off work every night. Now the sports field at my doorstep is open for free, which is really convenient and heartwarming." Mr. Cai, who lives in Hongpu Haoyuan, said happily.
Hongpu Primary School is located in a densely populated area in the urban area. There is a lack of public sports venues around it, so the school stadium has become the first choice for citizens to exercise.
Starting from July 1 this year, the Hongpu Primary School Stadium was officially opened to the public. The opening hours are 7:00-11:00 a.m. and 4:00-8:00 p.m. every Saturday and Sunday, as well as during winter and summer vacations and statutory holidays. Currently, the open areas include the track and field field, outdoor basketball court, and outdoor football field.
In order to provide citizens with higher-quality services, the school renovated and upgraded the venue before opening. "We added a basketball court, a water room, and solar lights to the playground." Zhu Xianzhong, principal of Hongpu Primary School, said that currently an average of more than 40 people come to exercise every day.
Shiting Central Primary School in Xiangcheng District was the first to open to the public on April 1 this year. Because there is a lot of rain in spring and summer, the school also included indoor sports venues in the open area, so that citizens can have a comfortable sports venue in all kinds of climates.
"We made full use of the mezzanine floors of the three teaching buildings and turned them into indoor sports venues, with a total area of more than 1,000 square meters." Zou Jinzhou, principal of Shiting Central Primary School, told reporters that they added a treadmill to the indoor venue and purchased and installed badminton nets, basketball hoops and other facilities.
"School sports venues are dormant during weekends, statutory holidays, and summer and winter vacations. Activating these resources is of great significance to alleviating the shortage of social sports venues and accelerating the promotion of national fitness." Lin Haining, director of the Physical Education, Health, Arts and Languages Section of the Zhangzhou Municipal Education Bureau, introduced that starting from 2023, Zhangzhou has included "school sports venues open to the public" in the practical projects for the people for two consecutive years. So far, 86 school sports venues have been opened to the public, effectively solving the problem of insufficient fitness facilities and venues in some surrounding communities.
Keep a close watch on campus safety
How to ensure campus safety after the school sports venues are opened? The reporter learned that at present, various schools mainly register people entering the campus for sports through a combination of online and offline methods.
Taking Zhangzhou No. 3 Experimental Primary School as an example, the school provides two ways of appointment: WeChat official account appointment and on-site appointment. When making an appointment through WeChat official account, you need to fill in your name, mobile phone number, date of use and time period. People who are not convenient to make an online appointment can also go directly to the school and cooperate with the staff to complete the registration. Hongpu Primary School adopts the method of issuing pass cards on site to count and manage the people entering the campus.
"Our access control system has a facial recognition function, which can enter the information of visiting people." Zou Jinzhou said that through the renovation, Shiting Central Primary School can effectively identify people outside the school and separate the open areas from the educational and teaching places for teachers and students, fully ensuring campus safety.
In order to do a good job, Hongpu Primary School formed a volunteer team of teachers to provide management services during the opening hours. "All middle-level and above management cadres and administrative staff of our school are members of the volunteer team. They conduct irregular inspections during the opening hours to maintain order on site." Zhu Xianzhong introduced that the school also hired an additional cleaner and a security guard to provide logistical support.
Who is responsible if people get injured while exercising on campus? It is understood that 86 schools have purchased public liability insurance to reduce the worries of schools in opening their venues.
How can school facilities be maintained in a timely manner when the stadiums are open to the public and the flow of people increases? Lin Haining said: "In order to actively promote the opening of school sports venues to the public, the provincial, municipal and county governments provide each school with a subsidy of 100,000 yuan for the renovation of school facilities and daily management and maintenance."
During the interview, the reporter found that the opening of school sports venues to the public has brought convenience to the public, but also brought some challenges to the school's management. "Most people can take care of the campus environment, but there are also a few people who litter on the playground." Zou Jinzhou said the "discordant sound" at the beginning of the opening. He called on the public to exercise in a civilized manner when entering the school, obey the school's management, and take care of public facilities and the environment. Only in this way can this livelihood project be implemented sustainably.
In the next step, Zhangzhou will adopt the approach of "conditional opening, limited time and limited flow management". On the premise of ensuring the normal education and teaching, training and competition, extracurricular sports activities of schools and ensuring safety, in accordance with the principle of hierarchical management, it will continue to promote schools (excluding kindergartens, special education schools, and primary and secondary schools with boarding students) to have qualified outdoor playgrounds, stadiums, athletic tracks, fitness equipment, etc., to be opened to the public in an orderly manner by appointment during non-teaching time such as winter and summer vacations, weekends, and statutory holidays.
