Shanghai accelerates the construction of low-altitude intelligent network to boost the development of low-altitude economy

The Shanghai Communications Administration issued guidance on August 16, proposing to gradually realize low-altitude intelligent network coverage based on 5G-A (5G-A is the evolution and enhancement of 5G) networks in stages and regions. By the end of 2026, a low-altitude communication network with continuous coverage of the entire low-altitude flight route will be initially built to help the development of the low-altitude economy.
According to this guidance, in the next three years, Shanghai will gradually achieve low-altitude intelligent network coverage based on 5G-A networks, focus on building 5G-A low-altitude communication networks, and deploy 5G-A low-altitude perception networks on demand. Shanghai encourages basic telecommunications companies to adopt the principle of cooperation and co-construction to provide ultra-large bandwidth, ultra-low latency, and massively connected communication networks for low-altitude flights to meet the needs of low-altitude aircraft control and dispatch, cluster communication, and high-definition video image backhaul; starting from the actual needs of low-altitude business development, gradually promote the coverage of 5G-A low-altitude interoception integrated networks.

By 2026, it will initially realize large-scale application of aviation emergency rescue and logistics distribution, and create normalized low-altitude routes for logistics distribution and other scenarios as needed.
From the perspective of industry, Shanghai will expand emergency rescue applications such as aviation firefighting, aviation rescue, public health, and emergency communications, deepen aviation logistics and distribution applications such as takeout and express delivery, carry out demonstration applications such as low-altitude government affairs and urban governance, accelerate the exploration of eVTOL urban air traffic applications such as business travel, air shuttles, and private charter flights, and promote the large-scale operation of traditional businesses such as geophysical inspections, agricultural and forestry plant protection, and aerial photography and aerial surveys. From the perspective of application areas, Shanghai will take the lead in conducting low-altitude commuting, low-altitude cultural tourism and other application pilots in the Shanghai Low-altitude Collaborative Management Demonstration Zone in Jinshan District and key areas such as Pudong New Area and Qingpu District, and explore the commercial operation model of urban air traffic. Shanghai also encourages information and communication companies to actively participate in the construction of low-altitude flight supervision service platforms and connect with the platform systems of air traffic management agencies and civil aviation management departments.
Shanghai will also explore and promote the integrated evolution of 5G/5G-A networks and satellite networks, forming a new model of three-dimensional coordinated coverage of air, space and land with 5G-A networks as the main and satellite networks as the supplement; improve the construction of intelligent computing infrastructure, rationally plan intelligent computing and storage resources serving low-altitude flight activities, deploy a low-altitude intelligent computing system with cloud-edge-network-end collaboration; and explore the construction of low-altitude economic networks and data security compliance systems.
