Ukraine confirmed on August 15 that it was negotiating with Russia to exchange Russian personnel captured by the Ukrainian army in Kursk Oblast for Ukrainian prisoners. The Ukrainian Parliamentary Human Rights Commissioner disclosed the relevant information a day ago, saying that his Russian counterpart took the initiative to request the initiation of prisoner exchange negotiations.

The Ukrainian National Security Service said that its special forces captured 102 Russian soldiers at one time in Kursk Oblast.

Dmytro Lubinets, the Ukrainian Parliamentary Human Rights Commissioner, disclosed on the evening of the 14th that his Russian counterpart, Tatyana Moskalkova, had contacted him to discuss the launch of prisoner exchange negotiations. The Ukrainian agency leading the prisoner exchange negotiations with Russia confirmed to the Financial Times on the 15th that it was working on the prisoner exchange.
The Financial Times said Ukraine did not disclose the specific number of "hundreds" of prisoners of war in Kursk Oblast. Lubinets said that the conversation with Moskalkova gave him hope that the two sides could advance the prisoner exchange as soon as possible.
On the same day, Ukraine's National Security Service announced that its special forces had launched a "complex operation" in Kursk Oblast the day before, capturing 102 soldiers from the Russian 488th Guards Motorized Rifle Regiment and the Chechen Ahmed Special Forces, the largest number of prisoners captured by the Ukrainian army since the escalation of the Ukrainian crisis in 2022. Vasily Malyuk, director of the Ukrainian National Security Service, also mentioned possible prisoner exchanges, saying that he had considered doing his best to use this operation to get Ukrainian soldiers home.
