Chen Yanfeng, deputy director of the Shanghai Development and Reform Commission, said that the newly established pilot free trade zone linkage innovation zone is an organic extension of the scope of application of the pilot free trade zone policy under the guidance of the pilot free trade zone's "golden signboard". It is reported that the first batch of linkage innovation zones will widely promote the successful experience of the pilot free trade zone, accurately replicate and promote the results of the pilot free trade zone's institutional innovation; encourage each linkage innovation zone to create specific application scenarios based on its own needs and characteristics; and support enterprises to carry out differentiated and personalized independent reform explorations based on functional layout and development needs.

Among them, Yangpu Linkage Innovation Zone covers the Dachuangzhi Science and Technology Innovation Corridor area and the Binjiang International Innovation Show Belt area, focusing on scientific and technological innovation cooperation and the development of the online new economy. Baoshan Linkage Innovation Zone covers the Shanghai International Cruise Tourism Resort, Zhangjiang High-tech Zone Baoshan Park and the core functional area of ​​the green and low-carbon supply chain, focusing on the cruise economy and the green and low-carbon supply chain. Xuhui Linkage Innovation Zone covers the Greater Xujiahui area, the West Bank Binjiang area, the Cao development and expansion area, the Xuhui Central City area and the Huajing Gateway area, focusing on artificial intelligence, digital economy and the transformation of scientific and technological achievements. The Comprehensive Bonded Zone Linkage Innovation Zone covers the entire area of ​​6 comprehensive bonded areas outside the scope of the free trade pilot zone, focusing on improving the level of cross-border trade facilitation and the development of new forms and models of foreign trade.

"Overall, the construction plans of each linkage innovation zone have clear themes, solid content, rich scenarios, clear reform paths, and outstanding opening highlights. They are expected to achieve 'spatial connection, industrial succession, and policy relay' with the Shanghai Pilot Free Trade Zone and the Lingang New Area, which will be conducive to continuously amplifying the spillover effects of institutional innovation." Chen Yanfeng said that the establishment of the first batch of linkage innovation zones will promote pilot experience on a larger scale, expand cooperation space in a broader dimension, and cultivate development momentum at a deeper level.
