Today (15th), the State Administration of Taxation issued a notice that from September 1, 2024, it will further facilitate the cross-regional migration of taxpayers and serve the construction of a unified national market.

Strengthen tax-related services before, during and after the event

In terms of optimizing advance reminders,The tax authorities will strengthen the sharing of registration information with market supervision departments. Based on the shared cross-regional residence change registration information, they will push guidance on cross-regional migration tax-related matters to taxpayers through the electronic tax bureau and other channels, and remind taxpayers to inquire about and handle unresolved tax-related matters.

In terms of speeding up the process,On the one hand, we will optimize the handling of unfinished matters; on the other hand,Simplify the procedures for using invoices. For taxpayers who use fully digitized electronic invoices, the information system will automatically transfer their invoice amounts to the place of relocation. If taxpayers use tax control equipment, they can change the tax control equipment information online when moving within the province; when moving across provinces, they can remotely cancel the tax control equipment online, directly obtain the tax control equipment from the tax authorities in the place of relocation, or use fully digital electronic invoices.

At the same time, tax-related risks are handled in a classified manner. If a taxpayer has unfinished risk tasks, the tax authorities will immediately handle the relocation procedures for low-risk taxpayers and push the risk tasks to the tax authorities at the relocation location for further processing; for medium- and high-risk taxpayers, the relocation procedures will be handled promptly after the risk response is completed within the prescribed time limit. In addition, the tax refund process will be optimized. If a taxpayer has overpaid taxes, the information system will automatically remind him to process a tax refund.
