On August 13, local time, Russian State Duma (upper house) deputy Nikolay Ivanov told RTVI that Putin had appointed former bodyguard Alexei Dyumin to be in charge of the defense of the Kursk region. This also confirmed the rumors posted by Russian military bloggers on social platforms in the past two days.

"My sources have confirmed this in advance. It is true that Dyumin was invited to the meeting (with President Putin) yesterday and was instructed to oversee the conduct of the anti-terrorist operation. But the main task is to defeat the Ukrainian armed forces that have invaded the Kursk region," Russian State Duma deputy Nikolay Ivanov told Russia International TV.

He added that official information should still be taken as the basis for the announcement.

Alexey Dyumin was born on August 28, 1972 in Kursk Oblast. He graduated from the Voronezh Higher Military Engineering Radio Electronics Institute. He once served as Putin's bodyguard and is one of Putin's most trusted people. During the Ukrainian crisis in 2014, Dyumin led the special warfare forces and played a key role in Russia's seizure of Crimea, and was promoted to Deputy Minister of Defense of the Russian Federation. In February 2016, he was appointed Governor of Tula Oblast by Putin.
