Beijing Railway Police launches special campaign to improve public security and traffic order in railway station areas

Passenger railway stations are important comprehensive transportation hubs in cities. The passenger and vehicle flows are concentrated in the station area, and the traffic pressure is generally high. In order to further improve the public security and road traffic order in the passenger railway station area and ensure that the "last mile" of travel for passengers is safer and smoother, the Beijing Railway Public Security Bureau recently launched a special action of "safe and smooth" to rectify the public security and traffic order in the station area and weekly with a focus on the major municipalities, provincial capital stations, and prefecture-level passenger railway stations under its jurisdiction, in conjunction with multiple local departments.
This special operation focuses on the station areas and road traffic order around the 45 passenger railway stations under its jurisdiction. It targets illegal acts such as theft, robbery and fraud, drunken troublemaking, carrying bags to solicit solicitation, harassment around stations, illegal passenger transport operations, as well as traffic chaos and congestion caused by cutting in, parking on the road, changing lanes at will, and failure to give way to pedestrians as required. The Beijing Railway Public Security Bureau, in conjunction with the traffic management departments of the public security organs of Beijing, Tianjin and Hebei, railway enterprises, railway station area management committees, municipal administration, transportation and other departments, in accordance with the principle of "one station, one policy", jointly organizes and promotes, jointly studies rectification measures, optimizes police deployment, establishes a joint operations model of "overall linkage, complementary advantages, and resource sharing", carries out superimposed, all-time and three-dimensional patrols and inspections, forms an overall force for order guidance, hidden danger investigation and rectification, transportation organization, and crackdown and rectification, maximizes the rate of police presence and the rate of police intervention, comprehensively purifies the public security and traffic environment around stations, and makes the "last mile" of travel for passengers safer and smoother.
Since the special rectification, the Beijing Railway Public Security Bureau has carried out 7 consecutive public security inspections in conjunction with the "Summer Action", carried out joint public security and traffic rectification with local public security organs, carried out more than 60 joint road-ground law enforcement, cleared more than 5,100 vehicles parked for a long time, and investigated and dealt with 207 traffic violations of all kinds. At the same time, it coordinated with local traffic management departments and station management committees to scientifically adjust the traffic layout around the station, reasonably delineate driving roads, and successively optimized 4 online car-hailing parking areas and 3 lanes, set up 4 dedicated lanes, added 3 electronic monitoring areas, and 2 no-parking areas.
The police stations of the seven major railway stations in Beijing have strengthened their close cooperation with the regional management committees, traffic management departments and railway companies, strengthened traffic guidance and control in the areas around the stations, and strengthened traffic order maintenance in the drop-off areas of the stations to ensure that passengers get off the trains in an orderly manner. On August 1, police officers from the Public Security Brigade of the Beijing Public Security Bureau investigated and dealt with a case of illegal and irregular business operations using private cars without operating qualifications on the west side of Beijing Station. Upon investigation, it was found that the man and his wife, Mr. Liu, solicited passengers to deposit their luggage in their private cars parked in the parking lot near the station and collected bribes. At present, Mr. and Mrs. Liu have been detained by the Beijing Railway Public Security Bureau in accordance with the law.
In addition, the Traffic Management Brigade of the Beijing Public Security Bureau has also scientifically optimized the post settings, increased the cleaning and inspection efforts at the drop-off areas of Beijing South Railway Station and Beijing Fengtai Railway Station, and focused on cleaning up traffic violations such as electric bicycles illegally entering motor vehicle lanes, illegal parking, and license plate violations. Since the special operation, a total of 35 illegal electric bicycles have been dealt with, and 3 people who did not hang motor vehicle license plates have been dealt with, effectively ensuring the safety and smooth travel of passengers.
In response to the prominent problems of long taxi queues and illegal parking of vehicles around Shijiazhuang Station, the Traffic Management Brigade of the Shijiazhuang Public Security Bureau relied on the road-land integration and police-enterprise cooperation mechanism to thoroughly investigate and address safety hazards, adhere to multiple measures and multi-party linkage, and carry out in-depth special rectification actions on road traffic order in the station area. Actively coordinate with the railway station area management committee, bus companies, urban investment and other departments to optimize two online car-hailing parking areas in the underground square of Shijiazhuang Station, set up 12 departure parking spaces, 60 parking spaces for parking, and add 90 sign screens and road guide signs in obvious areas. At the same time, coordinate with the Shijiazhuang Traffic Management Bureau to increase police force at traffic congestion points during peak passenger travel hours, increase police force inspection and control, and comprehensively maintain good order in the area around the station.
