One week into Ukraine's major cross-border military operation against Russia, Russia's Federal Security Service released a video on the 12th showing a Ukrainian soldier captured in Russia's Kursk region.

In the video, the captured Ukrainian soldier said that the Ukrainian military commander ordered his men to kill armed civilians and injure unarmed people when fighting in the Kursk region. The Russian Federal Investigative Committee said that their investigation recorded the Ukrainian side's deliberate attacks on civilian lives and civilian facilities, and said it would continue to pay attention to the criminal acts of the Ukrainian armed forces in the Kursk region.

The Ukrainian prisoner of war claimed to be 26-year-old Ruslan Bolturatsky, an active member of Ukraine's 80th Air Assault Brigade. His unit was commanded by an officer with the call sign "Swift".

Regarding the attacks on Russian civilians, Porturatsky said: "The commander specifically told us... to shoot them in the legs and throw them into the cellar or basement. If they have weapons, kill them." He also talked about how after occupying the Russian border settlements, "(we) took away everything that was worth seeing, which was valuable and easy to carry."
