The "Zhejiang Province "Ten Million Project" Regulations" is a key legislative project in our province this year. At present, the "Zhejiang Province "Ten Million Project" Regulations (Draft)" are being publicly solicited for comments. On August 12, the Zhejiang University Public Policy Research Institute, the Provincial Public Policy Research Institute, the Provincial People's Congress Standing Committee Legal Affairs Committee, and the Provincial Department of Agriculture and Rural Affairs jointly held the 176th Public Policy Salon to discuss how to use the law to empower and increase the value of the "Ten Million Project".
The relevant person in charge of the Legal Affairs Commission of the Standing Committee of the Provincial People's Congress introduced that the draft focuses on the issues needed for the implementation of the "Ten Million Project", the urgent reform, the expectations of the grassroots, and the people's wishes, and innovates the system design, with a total of 8 chapters and 54 articles. This legislation is a solidification of Zhejiang's practical experience in the "Ten Million Project" at the institutional level, summarizing the methods and mechanisms of the "Ten Million Project", systematically integrating theoretical achievements, practical achievements, and institutional achievements, and running through the development concept, working methods, and promotion mechanism contained in the "Ten Million Project".
Experts at the meeting suggested that we should study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, ensure that major reforms are based on the law, proceed from reality, adapt to local conditions, and first build and then break. Over the past 20 years, the "10 million project" has promoted profound changes in Zhejiang's rural industries, ecology, culture, and people's livelihood. Legislation should refine some basic experiences that have been effective in Zhejiang's practice of the "10 million project" to form a set of institutional norms that can be replicated, promoted, and implemented.
Legislation should promote the shift of the "Ten Million Project" from the government as the main body to the villagers and farmers as the main body; promote the shift from selecting the best from the good to common prosperity; promote the shift from physical construction to spiritual civilization construction in rural areas; promote the shift from blood transfusion type to hematopoietic type in village construction; promote village management to village governance; promote the shift from beautiful construction to construction that emphasizes both beauty and safety; pay attention to the process construction of villages, evaluate the construction results, and establish a correction mechanism.
