Recently, the Housing Provident Fund Management Center of Jining City, Shandong Province issued the "Notice on Adjusting Some Policies on Housing Provident Fund Personal Housing Loans (Draft for Comments)", and the deadline for soliciting opinions is August 12.

According to the draft for comments, Jining intends to increase the maximum amount of housing provident fund loans: for employee families who purchase high-quality housing, the maximum amount of housing provident fund loans is increased to 1 million yuan; for families with many children who purchase self-occupied housing, the maximum amount of housing provident fund loans is increased to 1.1 million yuan; for high-level talents who purchase self-occupied housing, the maximum amount of housing provident fund loans is increased to 1.2 million yuan. For families that meet multiple of the above conditions at the same time, the maximum amount of housing provident fund loans will be the highest limit, and no accumulation will be made.

Jining plans to adjust the standards for determining the number of houses in housing provident fund loans.

(1) If the employee's family has no housing provident fund loan record and has no housing within the county (city, district) where the housing is purchased, the first housing provident fund loan policy shall be implemented;

(ii) If the employee's family has only one housing provident fund loan record and has no housing within the county (city, district) where the purchased housing is located, the second housing provident fund loan policy shall be implemented;

If the employee's family has no housing provident fund loan record and has only one house within the county (city, district) where the house is purchased, the second housing provident fund loan policy will be implemented;

If the employee's family has only one housing provident fund loan record and only one house within the county (city, district) where the house was purchased, the second housing provident fund loan policy will be implemented.

(III) Employees whose families already own two or more houses within the county (city, district) where they purchased housing or whose families have two or more housing provident fund loan records in total are not allowed to apply for housing provident fund loans.

In addition, data from the Jining Housing Provident Fund Management Center showed that Jining lowered the interest rate of individual housing provident fund loans by 0.25 percentage points, further reducing the burden of loan repayments on depositors. From January to July, the city issued 5,443 housing provident fund loans totaling 2.498 billion yuan, and the year-on-year increase in the amount issued ranked fourth in the province. Jining also increased support for rental and purchase withdrawals. Implement the system of renting and purchasing, continuously increase the publicity of rental withdrawal policies, and optimize the rental withdrawal business processing procedures. From January to July, the city withdrew 5.249 billion yuan in provident funds, a year-on-year increase of 1.36%, both ranking fourth in the province.
