China News Service Hubei News, August 9(Qin Qunyao) On August 9, the "Laifeng County Geleche Town Ball Sports Center Infrastructure Project" successfully completed the bid through the government procurement "professional" and "industry" integrated evaluation. The project is a livelihood project invested and constructed by the People's Government of Geleche Town, Laifeng County. Hubei Zhuoda Construction Engineering Co., Ltd. successfully won the bid, opening a new direction for the Laifeng County government procurement "professional" and "industry" integrated evaluation.

In 2024, the Laifeng County Finance Bureau actively cooperated with the County Public Resources Trading Center to implement the reform of government procurement "specialized" and "industry" integrated evaluation. It went to the provincial and state counterparts for five times to apply for pilot projects, and went to Shenzhen and Foshan to learn and investigate the experience of pioneering demonstration creation. After overall planning, asking for instructions from higher authorities, and studying and investigating, a good foundation was laid for the pilot work. The "Implementation Plan for the Pilot Work of the Laifeng County Government Procurement "Specialized" and "Industry" Integrated Evaluation Reform" was formulated and issued, clarifying the management methods and operating procedures, soliciting opinions from all parties three times, and conducting four special training sessions to provide institutional support and strong guarantees for the reform.

The government procurement "specialized" and "industry" integrated review, "specialized" refers to the review experts, and "industry" refers to the owner (i.e. the purchaser), both of whom participate in the project review. It is applicable to state organs, institutions, and groups that use fiscal funds to purchase projects above the limit, goods, and services. This model increases the weight of the purchaser on the basis of the original expert review, improves procurement satisfaction, and shortens procurement time.

In the next step, the Laifeng County Finance Bureau will timely summarize the reform experience of the pilot project, continue to explore the application of the "government procurement 'professional' 'integrated'" model, promote the optimal allocation of resources, continue to stimulate the vitality of the subject, and build a more unified, open, competitive and orderly government procurement business environment.
