On July 25, a video topped the Weibo hot list and was reposted by many media outlets. In the video, a man entered an elevator with a battery for an electric vehicle. The battery suddenly started smoking and caused a fire while the elevator was running. When he was rescued, he had suffered multiple burns.
According to the Zhuhai Special Zone News, the incident occurred in the early morning of October 8, 2021, in a residential community in Haizhu District, Guangzhou City, Guangdong Province. The man died at home 26 days after the accident.

After this incident, the safety of electric vehicle batteries has once again attracted widespread attention.
According to China Consumer magazine, market supervision and administration bureaus in many places have successively organized and carried out quality supervision and spot checks on electric vehicles. Well-known brands such as Emma, Yadi, Tailing, and Xiaodao have been named, and most of the unqualified items involve chargers and batteries. Among them, the Shandong Provincial Market Supervision and Administration Bureau's summary table of unqualified provincial-level supervision and spot checks on the quality of electric bicycles in 2024 shows that the unqualified items of Celite, Green Energy, Saike, and Jema products in Shandong Province include: logos and warnings, wiring, main circuit protection of charging status, mutual recognition and collaborative charging, etc.

Electric vehicle batteries are the power source of electric vehicles. Currently, there are four main types of power batteries used in the market, including valve-regulated lead-acid maintenance-free batteries, colloidal lead-acid batteries, nickel-metal hydride batteries and lithium-ion batteries.
Among them, lithium-ion batteries have won the favor of consumers with their significant advantages such as high energy density, light volume and weight, fast charging efficiency and long life. However, the electrolyte used in this battery is flammable and explosive, which may cause a short circuit inside the battery in the case of long-term charging or excessive discharge, increasing the risk of fire or explosion.
State Administration for Market Regulation: CCC certification becomes standard
In order to protect the personal and property safety of consumers, the State Administration for Market Regulation recently issued an announcement, deciding to implement mandatory product certification (CCC certification) management for lithium-ion batteries for electric bicycles and chargers for electric bicycles.
Certification commissions will be accepted from October 15, 2024. From November 1, 2025, lithium-ion batteries for electric bicycles and chargers for electric bicycles must be CCC certified and marked with the CCC certification mark before they can be shipped, sold, imported or used in other business activities.
China Compulsory Certification (CCC) is a real-time market access system for products related to personal health, safety and environmental protection in accordance with the principles of marketization and internationalization. According to the Certification and Accreditation Regulations, all products included in the catalogue of compulsory product certification must be certified and marked with the certification mark before they can be shipped, sold, imported or used in other business activities.

Experts pointed out that the frequent fire accidents of electric bicycles are mainly caused by battery overcharging, battery cell failure and circuit short circuit. According to the Standardization Law of the People's Republic of China, all products and services that do not meet the mandatory standards are strictly prohibited from production, sale, introduction or supply. It is worth noting that even if there are mandatory national standards, if CCC certification is not strictly enforced, these standards can only play a post-event regulatory role.
How can consumers avoid falling into traps?
In addition to market supervision, consumers should also be more vigilant about the safety of using electric vehicles. The China Consumers Association issued a document to remind consumers that when purchasing electric bicycles, it is recommended to choose products from authorized stores of regular brands; choose products with the CCC mandatory certification mark; choose products with consistent product certificates and vehicle information; and choose products with guaranteed after-sales three guarantees. Do not modify or add batteries without permission, and do not use incompatible chargers; avoid charging electric bicycles in extremely low temperatures in winter; avoid charging electric bicycles in the sun and high temperatures in summer, which may cause thermal runaway of the battery; avoid charging electric bicycles for a long time, especially charging overnight, which may cause the battery to overcharge.
You should check your electric bicycle and battery regularly, and go to a regular after-sales service outlet for repairs in time if you find any abnormalities, so as not to bring safety risks to yourself and others. At the same time, the four accessories that determine the key performance of electric bicycles are the motor, battery, charger and controller. Consumers should confirm that the above accessories are original when purchasing. If the product certificate is inconsistent with the actual vehicle information, the vehicle may have quality and safety risks, so you need to be cautious when purchasing.
