According to media reports, on the afternoon of August 8, staff at the University of the Chinese Academy of Sciences clearly stated that the original documents could not be reissued, but relevant materials could be provided to prove that the student graduated and obtained a degree at the school. This is already stipulated in Article 39 of the "Regulations on the Administration of Ordinary Institutions of Higher Education": "If the graduation, completion, or completion certificate and degree certificate are lost or damaged, the school shall issue a corresponding certificate upon application by the student and verification. The certificate has the same effect as the original certificate."
In addition, the Ministry of Education further emphasized the equal validity of academic certificates in its 2014 "Notice of the General Office of the Ministry of Education on Standardizing Matters Concerning Higher Education Academic Certificates", and clearly pointed out that academic certificates should maintain the same style and quality as the original academic certificates, and should be treated equally in key links such as further study, employment and promotion, and required relevant units not to discriminate or refuse to accept them.
