Recently, another leading cadre born after 1975 has joined the ranks of provincial and ministerial officials.

On July 31, the 11th session of the Standing Committee of the 12th People's Congress of the Tibet Autonomous Region decided to appoint Zhang Li as Vice Chairman of the People's Government of the Tibet Autonomous Region.

Born in March 1976, this 48-year-old doctor of engineering worked in Hubei for a long time. In December 2019, he was transferred across provinces for the first time and served as deputy secretary of the Shizuishan Municipal Party Committee in Ningxia. In January 2020, he served as deputy secretary of the municipal party committee and mayor. In December 2021, he served as secretary of the Zhongwei Municipal Party Committee. This time he served across provinces again and was promoted to a vice-ministerial official.

According to incomplete statistics, there are at least 11 provincial and ministerial officials born after 1975, who were born between 1975 and 1977. Among them, nine are serving in provincial party and government leadership teams in seven provinces: Tibet, Xinjiang, Gansu, Anhui, Tianjin, Hainan, and Hunan. In addition, there are two serving in central agencies, namely, Xinhua News Agency Vice President Huo Xiaoguang and State Council Research Office Deputy Director Chen Changsheng.

Wei Changdong, executive director of the China Anti-Corruption and Law Research Association and professor at the School of Discipline Inspection and Supervision of East China University of Political Science and Law, told China Newsweek that these provincial and ministerial officials born after 1975 are young and energetic, generally have a high level of education, and have a good ability to explore the root causes of problems; they have a complete knowledge structure and the ability to organically combine theory with practice; they have rich past work experience and have continuously accumulated the ability to deal with complex problems in practice.

The first provincial and ministerial officials born after 1975 to appear in public reports were four years ago. This year, two officials born after 1975 took up new positions.

In April 2020, Ren Wei (born in May 1976) was appointed as Vice Chairman of the Tibet Autonomous Region Government at the age of 44. In November of the following year, he was elected as a member of the Standing Committee of the Tibet Autonomous Region Party Committee. Ren Wei is currently a member of the Standing Committee of the Tibet Autonomous Region Party Committee, Deputy Secretary of the Party Leadership Group of the Tibet Autonomous Region Government, and Executive Vice Chairman.

Another "post-75s" who took up a new post in 2020 is Zhang Hongwen (born in April 1975). In September of that year, he was appointed as the vice governor of Anhui Province. In November of the following year, he became a member of the Standing Committee of the Anhui Provincial Party Committee and continued to serve as vice governor. In March 2024, Zhang Hongwen was appointed secretary of the Hefei Municipal Party Committee.

In 2021 and 2022, at least one provincial and ministerial official born after 1975 will be added.

In October 2021, Ilizati Ahemaitjan (born in June 1975) became a member of the Standing Committee of the Xinjiang Party Committee. He is currently a member of the Standing Committee of the Xinjiang Uygur Autonomous Region Party Committee and Minister of the United Front Work Department. In May 2022, Zhang Xiaoqiang (born in November 1975) became a member of the Standing Committee of the Guangdong Provincial Party Committee and continued to serve as the Secretary of the Shanwei Municipal Party Committee. He is currently a member of the Standing Committee of the Gansu Provincial Party Committee and the Secretary of the Lanzhou Municipal Party Committee. Zhang Xiaoqiang and Zhang Hongwen are also the "only two" "post-75" municipal party committee secretaries in the current provincial capital cities.

There are four in 2023. In January 2023, Ren Qinghua (born in March 1975) became the Vice Governor of Anhui Province, Xie Yuan (born in June 1975) became the Vice Mayor of Tianjin, and Gu Gang (born in April 1977) became the Vice Governor of Hainan Province. In July of the same year, Chen Changsheng (born in August 1976) became the Deputy Director of the Development Research Center of the State Council.

In 2024, three people born after 1975 have been promoted to vice-provincial and ministerial level. In addition to Zhang Li, the other two are Cao Zhiqiang (born in July 1975) and Huo Xiaoguang (born in September 1975).

In February 2024, Cao Zhiqiang was promoted to Vice Governor of Hunan Province; in March, Huo Xiaoguang was appointed Vice President of Xinhua News Agency.

Among the above-mentioned 11 provincial and ministerial level cadres born after 1975, 9 serve in provincial party and government leadership teams. From a regional perspective, seven provinces, including Tibet, Xinjiang, Gansu, Anhui, Tianjin, Hainan and Hunan, all have provincial and ministerial level cadres born after 1975, including 2 in Anhui and Tibet.

Among these leading cadres, Ren Qinghua and Gu Gang had worked together in Hainan Province for many years. When Gu Gang was a member of the Standing Committee of the Haikou Municipal Party Committee and Executive Deputy Mayor, Ren Qinghua was Deputy Mayor of Haikou. The two also participated in the disposal of HNA risks together. When Gu Gang was the Executive Chairman of HNA Group, Ren Qinghua was the Director and Co-CEO of HNA Group.

On September 24, 2021, HNA Group issued an announcement stating that it had received a notice from the Hainan Public Security Bureau that HNA Group Co., Ltd. Chairman Chen Feng and CEO Tan Xiangdong had been taken compulsory measures in accordance with the law for suspected violations of law and crimes.

That evening, Gu Gang, then head of the Hainan Province HNA Group Joint Working Group and secretary of the HNA Group Party Committee, presided over a meeting of HNA Group party members and cadres and announced the above news. Subsequently, HNA employees received a letter written by him.

He mentioned in the letter: I think HNA people still remember the beginning of last year, when the working group just moved in, everyone had not received salary for seven or eight months, no one knew where the future would lie, but many people were unwilling and dared not trust the working group. Comrade Qinghua and I only brought a few assistants, and wanted to select a few HNA comrades to the working group. In the stairwell, I heard a group of young people say "If you want to select me to join the working group, I will resign, I can't betray the company." Today, the working group is still the same ten people, but our production and operation have almost all returned to normal. Every HNA person knows that the risk has not passed, but the working group, Comrade Qinghua and I, and everyone, we have become a strong and complete whole.

Many people have corporate executive resumes

China Newsweek noted that among the 11 provincial and ministerial officials born after 1975, seven have experience as corporate executives. Among them, five, including Zhang Hongwen, have experience working for central enterprises.

Zhang Hongwen has worked in the aerospace industry for a long time and was once the president of the Third Academy of China Aerospace Science and Industry Corporation. In 2014, Zhang Hongwen won the annual science and technology innovation figure of CCTV's "Science and Technology Festival". The award citation said that he presided over the development strategy research and major project research and development of my country's cruise missiles, and the technical achievements directly promoted my country's anti-ship cruise missiles to become an international leader.

In September 2019, he was appointed deputy general manager of China Aerospace Science and Industry Corporation. A year later, he was "airdropped" to Anhui and served as deputy governor.

Ren Wei worked for the State Power Corporation of China and Datang Group for a long time, starting in 2003, until he became a candidate for Vice Chairman of the People's Government of the Tibet Autonomous Region in March 2020.

Ilizati Ahemaitjan also has extensive experience in working in state-owned enterprises. He has served as assistant general manager and deputy general manager of Sinochem International Petroleum Corporation, deputy general manager and general manager of China Foreign Economic and Trade Trust Co., Ltd., vice president of Sinochem Group's Financial Business Department, and vice president and member of the Party Leadership Group of COFCO Corporation. In October 2021, he was appointed member of the Standing Committee of the Xinjiang Uygur Autonomous Region Party Committee.

From 1998 to 2015, Gu Gang worked in China Seed Group, China Yintai Investment, Hainan Sanya Ruida Real Estate, Hunan Jinguo Industry, Beijing Yintai Real Estate, Hainan Development Holdings Co., Ltd. and other companies. After that, he served as Secretary of the Working Committee of Haikou National High-tech Industrial Development Zone, Hainan Province (Deputy Department Level), Deputy Mayor of Haikou, Member of the Standing Committee of the Municipal Party Committee, and Executive Deputy Mayor. From 2018 to 2021, he returned to the enterprise and served as Secretary of the Party Committee and Chairman of Hainan Development Holdings Co., Ltd., Executive Chairman of HNA Group, and Secretary of the Party Committee of HNA Group.

In addition, according to media reports, Chen Changsheng once worked for China Insurance Group, and later transferred to the Development Research Center of the State Council, where he served as the chief clerk of the Macroeconomic Research Department, deputy director of the Research Office, and director of the Research Office.

In addition to the above five people, Cao Zhiqiang and Ren Qinghua also have work experience in enterprises.

From 1997 to 2021, Cao Zhiqiang worked in Hunan Valin Xiangtan Steel Co., Ltd. and Valin Steel Group Co., Ltd. Before leaving, he was the party secretary and chairman of the group company.

Ren Qinghua worked in Shenzhen Zunrong Group Co., Ltd., ZTE New Communication Equipment Co., Ltd., Beijing Beijing Enterprises Environmental Engineering Technology Co., Ltd. and other companies from 1997 to 2012. In 2012, she entered the local government and worked in Haikou for many years, serving as deputy mayor of Haikou. From 2020 to 2022, she served as director and co-CEO of HNA Group and general manager of Hainan Development Holdings Co., Ltd.

Sun Yingshuai, director of the Research Office of the History of the Development of Marxism at the Institute of Marxism of the Chinese Academy of Social Sciences, told China News Weekly that the experience of "transitioning from business to government" has accumulated rich work experience for officials born after 1975. Officials working in enterprises face stronger professional performance assessment and competitive elimination pressure than those working in government agencies. To stand out from these positions means that they have passed high-intensity and high-pressure assessment tests and have the ability to solve practical problems. In addition, they have strong learning ability, new knowledge structure, and broad thinking vision, so they can quickly adapt to management and leadership positions when they move from technical positions.

Rich experience in grassroots work

In terms of academic background, the 11 provincial and ministerial officials born after 1975 generally have a background in prestigious universities and high academic qualifications. Among them, 7 (Ren Wei, Gu Gang, Zhang Hongwen, Xie Yuan, Chen Changsheng, Cao Zhiqiang, and Zhang Li) have doctoral degrees. The halo of prestigious universities is obvious, such as Ren Wei graduated from Tsinghua University, Ren Qinghua graduated from Peking University, Ilizati Ahemaitjan graduated from Renmin University of China, and Chen Changsheng graduated from the Graduate School of the Chinese Academy of Social Sciences.

Many of them also have rich grassroots experience. Zhang Xiaoqiang has served as executive deputy county magistrate of Jingning County, Zhejiang Province, county magistrate of Suichang County, secretary of Deqing County Party Committee, and secretary of Zhuji Municipal Party Committee of Shaoxing. Among the 102 "National Outstanding County Party Committee Secretaries" commended by the Organization Department of the CPC Central Committee in 2015, Zhang Xiaoqiang, then member of the Standing Committee of the Shaoxing Municipal Party Committee and secretary of the Zhuji Municipal Party Committee, was the youngest one.

Xie Yuan was once a clerk in the Industrial Office of Maigaoqiao Town, Qixia District, Nanjing. Later, he served as deputy secretary of the Fendou Village Party Branch of Maigaoqiao Town, director of the Town Industrial Office, secretary of the Qixia District Youth League Committee, deputy mayor of Jiangning District, executive deputy mayor of Jianye District, mayor of Lishui County, and secretary of the Lishui District Committee.

Sun Yingshuai told China Newsweek that provincial and ministerial officials born after 1975 generally have high cultural level, strong professional quality, and rich grassroots experience. "These characteristics are in line with the requirements of the Party and the country to promote the rejuvenation and professionalization of the cadre team."

Wei Changdong believes that in the future a more scientific, standardized, transparent and rigorous cadre promotion mechanism should be further established to enable more young and promising cadres to stand out and better promote the development of the cause.
