"Hold steady and move forward slowly!" On the morning of August 1, several workers were debugging production equipment in Workshop No. 1 of Shandong Zhengnuo Chemical Equipment Co., Ltd. (hereinafter referred to as Shandong Zhengnuo), a high-end equipment manufacturing project with an annual output of 30,000 tons of carbon dioxide hydrogenation reactors. Yu Xinjun, deputy general manager of the company, told reporters that the location of Workshop No. 1 is exactly the land that the company acquired in January 2023. Thanks to the integrated service reform of "one thing for land use" in Zibo High-tech Zone, the time from land acquisition to the upcoming joint acceptance of the workshop has been shortened from the initially estimated three years to less than two years. This year, the company also seized the market opportunity and signed a supply contract of 150 million yuan.

On August 1, Shandong Zhengnuo staff debugged production equipment in Workshop No. 1 of the new factory.

The heat exchange equipment such as shell and tube heat exchangers and condensers produced by Shandong Zhengnuo are important and indispensable products in the fields of oil refining and chemical industry. In 2022, the company received a product order of 40 million yuan from a customer. During the production of the order, the customer proposed to place an additional order. Because the production capacity of the old plant was saturated at that time, the company had no choice but to turn down the additional order. "Turning off the order is equivalent to turning down the market." Yu Xinjun said that the company had long been considering expanding production capacity, and this rejected order made them realize that expanding production capacity is imminent.

To expand production capacity, new factories must be built. After the company submitted an application for land use in December 2022, the Development and Reform Bureau of Zibo High-tech Zone, the Natural Resources and Planning Branch of Zibo High-tech Zone and other departments responded immediately and soon found a piece of production land for the company near Guoli Avenue in Zibo Xianchuang District. After the company raised the issue that the old factory was far away from here and the transportation of raw materials and production equipment was inconvenient, the Natural Resources and Planning Branch of Zibo High-tech Zone followed up in time and found a piece of production land to the north of the old factory of the company. "This plot of land is very suitable, and we immediately started to handle the land acquisition and subsequent procedures." Yu Xinjun recalled that when he handled the land use procedures for the first time, he didn't know where to start. At this time, the Administrative Approval and Service Bureau of Zibo High-tech Zone sent the company a full life cycle "land use one thing" integrated approval service list and service guide. "This service list was tailor-made for us. It clearly states what should be done and when, from before, during and after land use." Yu Xinjun said that the service guide can also provide answers to which procedures need to be handled step by step and which procedures can be handled in parallel. During the process of handling the procedures, there were also service specialists who provided full guidance, and the company completed the material submission work in just two days.

While handling the relevant procedures, Shandong Zhengnuo is also constantly revising the factory design drawings according to actual conditions. In June 2023, when the company was handling the start-up procedures for Workshop No. 1, it was discovered that the review certificate had not been completed. "If the foundation pit cannot be dug before the rainy season in July and August, the subsequent construction progress will be delayed." Yu Xinjun told reporters. In response to the situation encountered by the company, the Administrative Approval and Service Bureau of Zibo High-tech Zone first helped it to apply for a phased construction permit for foundation pit support and earth excavation. On July 6, after the company obtained the drawing review certificate, on July 7, the construction permit for Workshop No. 1 was also obtained. In the end, the company excavated the foundation pit of Workshop No. 1 in time before the rainy season arrived and took waterproofing measures to ensure the smooth progress of subsequent projects.

On August 1, welding robots were welding pipes in the production workshop of Shandong Zhengnuo’s old factory.

"Initially, we expected that it would take three years from land acquisition to completion and production. As a result, it took less than two years from the project approval in October 2022 to the completion of the workshop construction in August 2023." Yu Xinjun was very emotional. In May 2024, Shandong Zhengnuo negotiated supply cooperation with many customers. After the customer representatives came to the company for inspection, they were very satisfied with the product quality and production technology, but they were only worried that the bulk order products could not be delivered in time. "We told customers that the new plant is under construction and will be put into use in August. At the same time, we have introduced intelligent pipe head automatic welding machines, laser CNC cutting machines and other automated equipment. The automation rate of production equipment in Workshop No. 1 exceeds 70%. Not only is the product quality guaranteed, but the work efficiency will also be greatly improved, which can completely solve the production capacity problem." Yu Xinjun told reporters that after visiting the new plant, many customers signed contracts with the company, with a total contract amount of 150 million yuan.

During the interview, the reporter learned that compared with expanding production capacity, the company attaches more importance to the role of building new factories in opening up the market. Now, with the support of the "one thing for land use" reform, the construction of Workshop No. 2 is in full swing. It is expected to be completed in May 2025. After the new factory is fully put into production, the company's annual output value can increase from the original 200 million yuan to about 500 million yuan. While continuously expanding economic benefits, the company will also recruit more professional talents to create a broader space for long-term development.

It is reported that since the implementation of the "one-stop land use" integrated service reform for industrial projects in 2022, Zibo High-tech Zone has provided full life cycle services for 16 projects and 18 plots of land, including Shandong Zhengnuo Chemical Equipment Co., Ltd.'s annual 30,000-ton carbon dioxide hydrogenation reactor and other high-end equipment manufacturing projects, and Zibo Core Material Integrated Circuit Co., Ltd.'s integrated circuit packaging substrate projects. The time from project implementation to commencement, completion, and production has been advanced by an average of 3 to 6 months, creating a favorable environment for enterprises to invest, operate, and develop with confidence.
