"In order to reduce the time it takes for customers to apply for electricity, the company took the initiative to connect with the East Lake High-tech Zone Management Committee and innovatively proposed to include 12 approval items such as the reply letter of the power supply plan into the 'one certificate for commencement of construction', integrating all approval items before the project starts into a comprehensive license, so that they can be approved together and construction can start with one certificate, further streamlining the approval process and speeding up services, and customers only need to make one trip." Pan Xiaojun, director of the marketing department of the State Grid Wuhan East Lake New Technology Development Zone Power Supply Company, introduced that the company has established a government-enterprise joint meeting mechanism, and during the application and construction period, it has created the "five reductions" goal of "reducing electricity investment, supporting costs, energy costs, approval time, and construction time" for customers, and uses the "five reductions" of "reducing electricity application links, reducing the number of visits to counters, reducing the circulation of materials, reducing the number of power outages, and reducing power outage time" as a means to create a more efficient, convenient and reliable electricity application environment.

In the first half of 2024, the total electricity consumption of Xiaomi Wuhan headquarters was close to 2 million kWh, a year-on-year increase of 21.2%. Zhu Jiwei, deputy general manager of the State Grid Wuhan East Lake New Technology Development Zone Power Supply Company, introduced that the 110 kV Qiming Substation can effectively enhance the power supply guarantee capacity of the Digital Economy Industrial Park in Wuhan New City, China Electric Power Research Institute, Optics Valley Integrated Circuit, Ruike Fiber and the ten major projects on the central axis of Wuhan New City.

Zhou Xiang, director of the Construction Department of State Grid Wuhan Power Supply Company, introduced that by 2025, the total capacity of Wuhan power grid will be increased to 60 million kilovolt-amperes, and the load-to-capacity ratio will be increased to 2.0, reaching the domestic advanced level. More than 100 substations will be put into operation to further assist the high-quality development of Wuhan's economy.

Technology takes "tough measures" to ensure stable production and efficiency of enterprises

"The megawatt-level energy storage voltage sag management device we developed can not only help companies resist the risk of voltage sag, but also charge during periods of low electricity prices and discharge during periods of peak electricity prices, ensuring that companies have safe electricity use," said Ding Kai, chief engineer of the Power Grid Technology Center of State Grid Hubei Electric Power Research Institute.

"The megawatt-level energy storage and voltage sag control device developed by the power supply company means we no longer have to worry about unstable voltage during thunderstorms." Zeng Jinguang, head of Huangshi Honghe Electronic Materials Technology Co., Ltd., which mainly produces electronic-grade glass fiber yarn and electronic-grade glass fiber cloth, said with emotion.

In addition, State Grid Hubei Electric Power has independently developed a distributed low-voltage reactive power compensation device, which uses independently developed switching devices and self-healing parallel capacitors. Installed at any node in the low-voltage area, it uses intelligent algorithms to achieve automatic single-phase compensation and three-phase compensation switching according to voltage quality, to improve the power factor of the distribution system, reduce line losses, increase terminal voltage, and improve power grid quality.

As of now, State Grid Hubei Electric Power has installed a total of 720 distributed low-voltage reactive compensation devices in 257 low-voltage substations in Wuhan, Huanggang, Jingmen, Enshi and other places in Hubei Province. The voltage qualification rate of non-severely overloaded substations has remained at 100% after installation.

With high-quality electricity as a guarantee, electricity consumption has also "risen with the tide". As a "barometer" of economic development, from January to June 2024, Hubei's total electricity consumption reached 134.879 billion kWh, an increase of 8.58% year-on-year. The province's primary, secondary, tertiary industries and residents' electricity consumption have grown steadily, reaching 2.52%, 6.32%, 13.01% and 11.36% respectively, which also reflects from the side that the province's economic operation is showing a good development trend.

Electricity "tips and tricks" to reduce costs and increase efficiency for enterprises

In one building, multiple energy sources such as electricity, gas, heat, and water are supplied in an integrated manner. Located in the heart of Wuhan East Lake High-tech Zone Optics Valley Central City, the Optics Valley Science and Technology Building Integrated Energy Station is managed and operated by State Grid Hubei Integrated Energy Service Co., Ltd. and State Grid Wuhan Power Supply Company. It is understood that the integrated energy station uses a high-efficiency water-cooled variable frequency screw unit, and the energy consumption ratio of the main engine cooling capacity and power consumption reaches 5.8, ensuring the operation efficiency and energy saving effect. After the start of operation, the supply and return water temperature difference in the building is 6°C in summer and 15°C in winter. It can effectively reduce the energy consumption of water system transmission and distribution and save operating costs while flexibly matching the user's load conditions, truly achieving smart and efficient.

"It can fully meet the heating and cooling needs of the 30,000 square meters of the Optics Valley Science and Technology Building, and form a pattern of synergistic, complementary and interconnected multiple energy sources with the distributed energy station in the Optics Valley Central City, to achieve a safe supply of clean energy such as electricity and gas." Zou Lei, project manager of the State Grid Wuhan Comprehensive Energy Branch, introduced.

Since the comprehensive energy station was built and put into operation, after energy-saving transformation and operation and maintenance trusteeship, the enterprise has effectively reduced energy consumption by 14.76%, equivalent to saving 27.1 tons of standard coal, equivalent to reducing energy cost expenditure by 62,000 yuan. So far, the province has carried out 52 energy-saving and efficiency-enhancing projects for enterprises and institutions, which can save 1,984.4 tons of standard coal and reduce cost expenditure by 4.167 million yuan per year.

In addition, during this year's customer visit activities, State Grid Hubei Electric Power also introduced "Electricity e-Certificate", "Electricity e-Loan", "Electricity e-Ticket" and other "Electricity e-Financial Service" platform products and services to enterprises with difficulties in capital turnover by using the methods of "one enterprise one member, one enterprise one policy, one enterprise one file". Relying on the good credit of power grid enterprises, it helps enterprises increase their credit, enable them to obtain more high-quality, inclusive and convenient financial services, and help enterprises reduce financing costs.

"In the past two months, we have used the 'Electricity e-Certificate' for financing. While paying the electricity bill on time, we also saved about 500,000 yuan in interest." Recently, in response to a follow-up visit from the State Grid Yichang Power Supply Company, a relevant person in charge of Sanning Chemical said that the "Electricity e-Certificate" business is very practical.

It is understood that the "Electricity e-Certificate" is an electricity fee financial product jointly launched by the State Grid Corporation of China and financial institutions. It has a low interest rate, fast account closing and late repayment, which can help electricity users improve the efficiency of capital utilization and alleviate the pressure of capital turnover. According to statistics, from January to June this year, the scale of the use of "Electricity e-Certificate" reached 1.052 billion yuan. So far, the State Grid Hubei Electric Power "Electricity e-Financial Service" related products have provided financial services of 29.06 billion yuan to upstream and downstream enterprises in the industrial chain.

State Grid Hubei Electric Power continues to optimize the electricity business environment, installs energy efficiency monitoring devices on the company's production lines, comprehensively analyzes the company's electricity consumption, electricity charges, electricity load and other data, and forms a "customized" energy efficiency analysis report to help companies reduce energy costs. At the same time, we visited high-voltage industrial and commercial customers who purchased electricity as agents to understand their demands and difficulties in entering the market, and went door-to-door to publicize the industrial and commercial time-of-use electricity price policy, guide companies to use electricity in valley sections, and find the "optimal solution" for the electricity fee structure.
