Double water sources guarantee Huairou Reservoir's first trial water supply to Changping New Town surface water plant

Recently, as the Fengshankou water diversion gate of Huairou Reservoir slowly opened, water flowed along the capital's water diversion "artery" to the Changping New Town Surface Water Plant, marking the first time that Huairou Reservoir supplied water to the Changping New Town Surface Water Plant during the trial operation phase through the Beijing-Miyun Water Diversion Channel.

The design capacity of Changping New City Surface Water Plant is 150,000 cubic meters per day. In April this year, Changping New City Surface Water Plant began trial operation. In the early stage, it had used the South-to-North Water Diversion Project to test water supply. What is different from the last water supply is that this time it used the Huairou Reservoir water source for trial water supply.

It is understood that Changping New Town Surface Water Plant is the 15th water plant in Beijing that receives "water from the south", and it is also a water plant with dual water sources of "water from the south" and local water. When the Miyun Reservoir regulation project is started, Changping New Town Surface Water Plant will reversely use "water from the south" through the Beijing-Miyun water diversion channel. When the Miyun Reservoir regulation project stops operating, the local water sources of Huairou Reservoir and Miyun Reservoir will supply water to Changping New Town Surface Water Plant through the Beijing-Miyun water diversion channel. In this way, Changping New Town Surface Water Plant will have dual water sources, and the water supply safety factor of Changping New Town area will be greatly improved.

The relevant person in charge of the Beijing-Mi Water Diversion Management Office pointed out that the Huairou Reservoir was originally designed as a large reservoir mainly for flood control and irrigation. In May 1966, the Beijing-Mi Water Diversion Canal was completed and connected to the Huairou Reservoir, forming the "Huairou Reservoir-Beijing-Mi Water Diversion Canal Water Supply System". The function of the Huairou Reservoir has also changed. In addition to flood control and irrigation, water supply and storage functions have been added. With the rapid economic and social development of the capital, the Huairou Reservoir stopped supplying water to agriculture in 2001 and stopped supplying water to industry in 2010. It currently mainly supplies water for urban life and the environment.

For many years, the Beijing-Mi Water Diversion Management Office has been committed to the water environment protection work of Huairou Reservoir and Beijing-Mi Water Diversion Canal. On the one hand, it carries out daily maintenance of water source conservation forests to protect Huairou Reservoir with the power of nature, thereby achieving the purpose of maintaining water and soil and clean water entering the reservoir; on the other hand, it implements closed management, and uses the river chief system as a starting point to increase the intensity of water environment governance, and actively cooperates with multiple departments to carry out special law enforcement actions to ensure that the water quality of the reservoir area is maintained at the national surface water Class II standard for a long time.

Through a series of water protection measures, Huairou Reservoir ranks among the top in the city's river and lake water ecological evaluations. The water ecology is in good condition and rich in biodiversity. National second-level key protected birds such as peregrine falcon, white-bellied harrier, and osprey and Beijing's first-level key protected birds such as red-billed blue magpie and crested owl have been discovered. In 2022, the moon jellyfish, known as the "giant panda in the water", also appeared, further confirming that the water ecological environment of Huairou Reservoir continues to improve.

In the next step, the Beijing-Miyun Water Diversion Management Office will continue to do a good job in flood prevention and water supply, project management, water environment protection, etc., maintain close contact with water plants such as the Changping New City Surface Water Plant, and actively cooperate with the water plant's commissioning and operation, laying a solid foundation for the formal water supply in the later stage.
