Zhu Zhongkui, male, Han nationality, was born in April 1963 in Changning, Sichuan Province. He joined the Communist Party of China in March 1986 and started working in February 1979. He has a postgraduate degree from the Central Party School.

Public information shows that he has worked in Tibet for a long time and has served as deputy secretary of the Ali Prefectural Committee of the Tibet Autonomous Region and commissioner of the Administrative Office. In January 2017, he was appointed secretary of the Ali Prefectural Committee of the Tibet Autonomous Region.

In September 2021, Zhu Zhongkui was dismissed from his post. On September 30 of that year, the Ali Prefecture held a cadre meeting and announced that Zhu Zhongkui would no longer serve as the secretary of the Ali Prefecture Party Committee.

Half a month later, on October 13, 2021, the Discipline Inspection and Supervision Commission of the Tibet Autonomous Region announced that Zhu Zhongkui had voluntarily surrendered.

According to the Central Commission for Discipline Inspection and the National Supervisory Commission, Zhu Zhongkui once appeared in a warning education film in the Tibet Autonomous Region.

After being arrested, he confessed in tears, "I should have retired and enjoyed the happiness of family life, but now I have put myself behind bars. I really regret it."

A few months after Zhu Zhongkui surrendered, in May 2022, Pengcuo, former deputy secretary of the Ali Prefecture Party Committee and commissioner of the Administrative Office, voluntarily surrendered.

After Zhu Zhongkui and Pengcuo voluntarily surrendered themselves, the Ali Prefectural Committee held an expanded Prefectural Committee meeting.

The Central Commission for Discipline Inspection and the National Supervisory Commission mentioned that after investigation, the Ali Prefectural Committee and the Qamdo Municipal Committee had certain problems in fulfilling the main responsibility of comprehensively and strictly governing the party, strengthening supervision over "top leaders", and implementing democratic centralism.

It is reported that in order to prevent similar problems from happening again, the Tibet Autonomous Region Discipline Inspection and Supervision Commission issued discipline inspection and supervision suggestions, case-based reform notices, and reminder letters to the Ali Prefectural Committee and the Qamdo Municipal Committee to promote deepening reform, improve systems, standardize the use of power, optimize governance, and deepen the use of cases to promote reform and governance.

It was also reported that in order to continue to deepen the use of cases to promote reform, the Tibet Autonomous Region Party Committee issued a "Notice on Serious Disciplinary and Legal Violations by Former Party and Government "Top Leaders" in Some Cities and Prefectures."

The notice introduced the facts of discipline and law violations such as political failure, economic greed, and corruption in life by the former top leaders of the party and government in relevant places (cities) who were investigated and punished, and analyzed the causes of corruption from the four aspects of ideals and beliefs, loyalty to the party, supervision and restriction, and strict self-cultivation.
