While serving as secretary and county magistrate of Jiangpu County, Jiangsu Province, member of the Standing Committee of Nanjing Municipal Committee, secretary of Nanjing Pukou District Committee, secretary and director of Jiangsu Provincial Department of Finance and concurrently secretary of the Party Committee of Jiangsu Provincial Local Taxation Bureau, he abused his power in matters such as the transfer of land use rights and exemption of land value-added tax, causing major losses to public property, the interests of the state and the people, and the circumstances were particularly serious;

Many former subordinates were investigated one after another

Nanjing is the place where Liu Handong has worked the longest. Except for serving as acting mayor and mayor of Zhenjiang, he has worked in Nanjing for more than 40 years, whether in districts and counties of Nanjing or in the Jiangsu Provincial Department of Finance and the Standing Committee of the Provincial People's Congress.

It is worth noting that recently, many of Liu Handong's former subordinates have been investigated one after another. In November and December last year, Yan Minglin, deputy district-level cadre of Jiangning District, Nanjing, and director of the Shangfang District Old City Reconstruction Management Committee, Cheng Yuxiang, a former bureau-level cadre of Nanjing, and Wang Lei, a first-level inspector of the Nanjing Transportation Bureau, were investigated one after another.

When Liu Handong was a member of the Standing Committee of the Nanjing Municipal Party Committee and Secretary of the Jiangning District Party Committee, Yan Minglin was promoted from Assistant to the Mayor of Jiangning District to Deputy Mayor of Jiangning District.

Cheng Yuxiang worked in Jiangning District, Jianye District and Pukou District for a long time. In December 2014, he was appointed as deputy secretary of the Party Working Committee (in preparation) and deputy director of the Management Committee (in preparation) of Nanjing Jiangbei New Area. However, he was dismissed from the position in March of the following year and retired in July 2016.

When Liu Handong was in charge of Jiangning District, Cheng Yuxiang served as deputy secretary of the Jiangning District Committee and secretary of the Party Working Committee and director of the Management Committee of Jiangning Binjiang Economic Development Zone. When Cheng Yuxiang was investigated, he had been retired for more than six years.

Wang Lei has worked in Jiangning District and Pukou District for a long time. He has also served as the mayor of Pukou District, director of the Management Committee of Nanjing High-tech Industrial Development Zone, and secretary of the Party Committee and director of Nanjing Municipal Transportation Bureau. In July 2021, he was appointed as the first-level inspector of Nanjing Municipal Transportation Bureau.

When Liu Handong was the secretary of Jiangning District Committee, Wang Lei was a member of the Standing Committee of Jiangning District Committee of Nanjing. In addition, Liu Handong served as the acting mayor and mayor of Zhenjiang for nearly four years, and then served as the director of Jiangsu Provincial Department of Finance for six years.

During his work in Zhenjiang, the media mentioned that Liu Handong was the first person responsible for the construction of the party's work style and clean government in the Zhenjiang Municipal Government system. Liu Handong is the first provincial and ministerial-level official in Jiangsu to be investigated since the 20th National Congress

According to media reports, when he was in charge of the Jiangsu Provincial Department of Finance, he particularly emphasized financial discipline, saying that it is necessary to rely on financial discipline as a powerful weapon to guide financial work, standardize financial operations, and maintain financial order.

Liu Handong replied, "Some comrades mistakenly believe that as long as they don't put the money into their own pockets, they can use the fiscal funds at will. The last provincial and ministerial-level official in Jiangsu to be investigated was Zhang Jinghua, former deputy secretary of the Jiangsu Provincial Party Committee. Zhang Jinghua was investigated before the 20th National Congress and had served as secretary of the Zhenjiang Municipal Party Committee and Nanjing Municipal Party Committee.

Zhang Jinghua was investigated in December 2021. In the same month, the Party Leadership Group of the Standing Committee of the Jiangsu Provincial People's Congress held an enlarged meeting to convey the central government's decision to conduct a disciplinary review and supervisory investigation on Zhang Jinghua. Liu Handong, then deputy director of the Standing Committee of the Jiangsu Provincial People's Congress, attended the meeting.
