Luo Baoming voluntarily surrendered

Public information shows that Luo Baoming was born in October 1952 in Tianjin. He was once a member of the Standing Committee of the Tianjin Municipal Party Committee and Minister of the Propaganda Department.

He has worked in Hainan since 2001, and has served as deputy secretary of the provincial party committee and governor. He became secretary of the provincial party committee in August 2011. In April 2017, he moved to work in the National People's Congress.

Gou Zhongwen had served as deputy secretary of the Beijing Municipal Party Committee, director of the State Sports General Administration, and secretary of the Party Leadership Group.
