Chinanews.com, July 23 (Xinhua) According to the Times of Israel, on July 22, local time, the Israeli parliament voted to pass three proposals in the first reading, proposing to define the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) as a "terrorist organization" and significantly restrict the agency's related activities. In response, Jordan voiced condemnation.

It is reported that after the first reading vote, the Israeli parliament will also vote on the second and third readings.

According to reports, the three proposals are: banning UNRWA from activities in Israel; depriving UNRWA staff of diplomatic privileges such as legal immunity as UN staff in Israel; and listing UNRWA as a "terrorist organization" and demanding that the Israeli government cut off ties with it.

According to the official Palestinian News Agency (WAFA) and Qatar's Al Jazeera, on July 22 local time, the Jordanian Ministry of Foreign Affairs and Expatriates Affairs condemned the Israeli parliament's plan to list the United Nations Relief and Works Agency for the Near East as a "terrorist organization" in a statement, saying that the move was tantamount to "an attempt to politically strangle the agency."

The Jordanian Ministry of Foreign Affairs and Expatriates Affairs stressed that Israel’s ongoing accusations and actions against UNRWA are aimed at eliminating and abolishing its key role in providing humanitarian assistance to the Palestinian people in accordance with the requirements of the United Nations, and are a blatant violation of international law.

The Times of Israel pointed out that UNRWA provides humanitarian assistance, education, medical services and other services to millions of registered Palestinian refugees living in the West Bank, Gaza Strip, Jordan, Syria and Lebanon. But Israel accused several agency staff of participating in the attack by the Palestinian Islamic Resistance Movement (Hamas) on October 7, 2023.

In April 2024, the UN Independent Review Group released an investigation report stating that Israel has not yet provided evidence to prove its claim that UN staff are involved with terrorist organizations. However, Israel refused to accept the report.
