Regarding the current situation of my country's computing power infrastructure construction, Du Wei, Director of the Digital Technology and Infrastructure Construction Department of the National Data Bureau, said that in February 2022, my country started to build national computing power hub nodes in eight places including Beijing-Tianjin-Hebei, Chengdu-Chongqing, and planned 10 national data center clusters, and officially launched the "East Data West Computing" project. In the past two years, with the joint efforts of relevant departments and various hub nodes, the "East Data West Computing" project has made positive progress.

Du Wei introduced that by the end of March this year, the total scale of computing power of the 10 national data center clusters exceeded 1.46 million standard racks, with an overall rack rate of 62.72%, an increase of 4 percentage points from 2022; the network delay between the eastern and western hub nodes has basically met the 20 millisecond (ms) requirement; the proportion of green electricity in data centers exceeds the national average, and the green electricity utilization rate of some advanced data centers has reached about 80%, and the PUE (power utilization efficiency) of newly built data centers has dropped to 1.10 at the lowest. The implementation of the "East Data West Computing" project has driven the development of industrial chains such as IT equipment manufacturing, information and communication, basic software, and green energy, and improved the country's overall computing power.

At the end of 2023, the National Data Bureau, together with relevant departments, issued the Implementation Opinions on Accelerating the Construction of a National Integrated Computing Network, and deployed five key tasks, including coordinating the coordinated computing of general computing power, intelligent computing power, and super computing power, coordinating the coordinated layout of the eastern, central, and western regions and large, medium, and small cities, coordinating the coordinated application of computing power, data, and algorithms, coordinating the coordinated construction of computing power and green electricity, and coordinating the development of computing power and coordinated security. The integrated computing network is an expansion and deepening of the "Eastern Data and Western Computing" project. The construction goal is to promote the efficient and coordinated dispatch of computing power resources across the country on the basis of the "Eastern Data and Western Computing" project, form a cross-regional and cross-departmental development synergy, and provide inclusive, easy-to-use, low-cost, green, and secure public computing services for the production and life of the whole society.

Du Wei said that in the next step, he will work with relevant departments and localities to accelerate the construction of a national integrated computing network with the high-quality development of computing power enabling high-quality economic development as the main line. Specifically, it includes: promoting the coordinated development of multi-source heterogeneous computing power, and promoting the gathering of various new computing power to national hub nodes; promoting 400G/800G high-bandwidth all-optical connections between national hub nodes and demand areas, guiding telecom operators to improve the efficiency of "public transmission channels", and promoting the deep integration of computing networks; promoting the coordination of industry data and computing power, realizing the reliable circulation of data, and improving data processing capabilities and governance levels; promoting the integrated development of computing power and electricity, strengthening the coordinated linkage between hub nodes and non-hub nodes, and supporting the integration of non-hub nodes in the central and western regions with rich green electricity resources into the construction of a national integrated computing network; promoting the improvement of the security protection capabilities of the national integrated computing network, and promoting the benign interaction between high-quality development and high-level security.
