The adjustment of the "top leaders" of local financial regulatory bureaus is still continuing, and the directors of Beijing and Shanghai have both left the Financial Regulatory Administration system.

According to the Hunan News Network, on the morning of July 20, Mao Weiming, deputy secretary of the Hunan Provincial Party Committee, governor, and secretary of the Hunan Provincial Government Party Committee, presided over a meeting of the Hunan Provincial Government Party Committee. Wang Junshou, who previously served as the party secretary and director of the Shanghai Regulatory Bureau of the State Financial Regulatory Administration, attended the meeting. Judging from the news footage, Wang Junshou's ranking is between Cao Zhiqiang, vice governor of Hunan Province, and Qu Hai, secretary general of the Hunan Provincial Government. This also means that Wang Junshou has served as a leader of the Hunan Provincial Government and should be a member of the provincial government party committee.

On July 5, the Export-Import Bank of China held a special meeting on international cooperation and overseas business in 2024 in Beijing, and Yang Dongning attended the meeting as a member of the Party Committee. Before taking up his new post, Yang Dongning was the Party Secretary and Director of the Beijing Regulatory Bureau of the State Financial Regulatory Administration.

Wang Junshou, 53, holds a doctorate in economics and has worked in finance before taking up his new position. He worked in a commercial bank in his early years, initially as an accountant and loan officer, and after years of growth and training, he became the general manager of the personal financial business department of the Tianjin Commercial Bank, the predecessor of Tianjin Bank.

Since August 2006, Wang Junshou has worked in the financial regulatory department, and has served in Hainan Banking Regulatory Bureau, Tianjin Banking Regulatory Bureau, CBRC Office, Xinjiang Banking Regulatory Bureau, etc. He later served as Director of Shandong Banking and Insurance Regulatory Bureau, Director of Shanghai Banking and Insurance Regulatory Bureau, and Director of Shanghai Financial Regulatory Bureau.

Born in March 1976, Yang Dongning was once the youngest "top leader" in the local bureau of the Financial Regulatory Bureau. She holds a doctoral degree and has worked in the Policy and Regulation Department (Research Bureau), General Office, and Propaganda Department of the Party Committee of the former China Banking Regulatory Commission, the Banking Institutions Inspection Bureau, and the Innovative Business Supervision Department of the former China Banking and Insurance Regulatory Commission. She also served as deputy mayor of Dongcheng District, Beijing. In 2023, Yang Dongning became the Party Secretary and Director of the Beijing Financial Regulatory Bureau.

Prior to this, the directors of the financial regulatory bureaus in Guizhou, Sichuan, Shaanxi, Tibet and other places had been adjusted. In May this year, Hong Xiaoping, deputy secretary of the Party Committee of the Liaoning Financial Regulatory Bureau, took over as secretary of the Party Committee and director of the Guizhou Financial Regulatory Bureau, replacing Li Huatao who just reached retirement age in April. In June this year, Li Huatao was investigated.

In June this year, Huang Jinbo, Secretary of the Party Committee and Director of the Shaanxi Financial Regulatory Bureau, was transferred to the position of Secretary of the Party Committee and Director of the Sichuan Financial Regulatory Bureau. Chen Yulin, the former Director of the Sichuan Financial Regulatory Bureau, retired due to age.

Subsequently, Tian Daichen, Party Secretary and Director of the Tibet Financial Regulatory Bureau, was appointed Party Secretary and Director of the Shaanxi Financial Regulatory Bureau, and Shi Futan, Deputy Director of the Gansu Financial Regulatory Bureau, was promoted to Party Secretary and Director of the Tibet Financial Regulatory Bureau.

Judging from the recent personnel adjustments, those born in the 1970s have become the main force of directors of local financial regulatory bureaus. For example, Shi Futan was born in 1971, Huang Jinbo was born in 1973, and Hong Xiaoping was born in 1975. According to The Paper, while the personnel adjustments are in progress, the "three-fixed plan" for the local branches of the Financial Regulatory Bureau is also expected to be implemented in the near future.
