beijing's passenger vehicle quota application deadline for the second half of the year is october 8

the application period for the second half of 2024 will end on october 8. units, families and individuals who need to apply for allocation indicators, as well as applicants who need to fill in an application for change or transfer registration of beijing-branded passenger cars, must do so before 24:00 on october 8 complete the filling and submission of matters in the beijing passenger car indicator regulation and management information system.

the municipal passenger vehicle indicator office has made the following reminders based on the intensive consultation and problems that may arise in the past. the general public is requested to correct and submit information in a timely manner based on their actual situation.

1. the declared information should be accurate. the main applicant of the family can log in to the system and click to view "my family application", check whether the "application indicator type" and "relationship with the main applicant" are filled in correctly, and view the application form information of the family applicant one by one, and check the family applicant's whether the identity type, marital status and other information are filled in correctly. judging from past application experience, there are cases where applicants fail to fill in the report accurately due to the increase or decrease in family size, changes in family members, changes in marital status, changes in identity types, changes in document information, etc., resulting in failure to pass the review or shortlisting of the family, kinship and marriage after winning the lottery. there are many cases such as failure to pass status verification.

special reminder: if a family member has passed away but has not yet canceled their household registration, the member should be deleted from the family group.

2. social security and personal income taxes should meet the requirements. families and individuals who hold a valid "beijing residence permit" who are not registered in this city must meet the application conditions of "continuously paying social insurance premiums and personal income tax in this city in the past five years (inclusive)", among which: in the past five years (inclusive) including) continuous payment of social insurance premiums in this city means: the applicant has continuously paid social insurance premiums to the city’s social security department for 60 months starting from the previous month of the application month, and cannot miss a month (if there is a gap, make up valid after payment). continuous payment of personal income tax in this city in the past five years (inclusive) means that the applicant has paid personal income tax in beijing every year for five consecutive years starting from the previous year of the application year, and the tax amount is greater than zero. monthly breaks are allowed, but not if there is a year break, the date when the tax is entered into the treasury shall prevail (if there is a year break, the repayment will be invalid).

3. the amount of vat reported should not be greater than the actual value paid. when reporting the value-added tax, the unit should report the actual net value-added tax (excluding urban construction tax and education surcharge). if there was a tax refund that was completed from the treasury in the previous year (january 1, 2023 to december 31, 2023), the corresponding tax amount needs to be deducted; if the tax refund was not completed in the previous year, the corresponding tax amount does not need to be deducted. the tax amount filled in must not be greater than the actual amount of vat paid into the treasury, otherwise it will not pass the review.

4. click the "submit application" button. if applying for allocation indicators on a family basis, after all family members have confirmed their wishes, the main applicant still needs to click the "submit application" button to complete the application submission operation. upon completion of the submitted family application, the application status will change to "submitted, pending review." applicants who are the head of a household can click [my family application] in the [user center] of the beijing passenger car indicator regulation and management information system to check whether the application has been completed.

enterprises should carefully check the "name of the applicant unit", "unified social credit code", "actual total value-added tax paid" and other information. after confirming that it is correct, click the "submit" button to complete the application operation.

5. review and review. after the filing period ends on october 8, all filing information cannot be modified. starting from october 9, relevant departments will review the application information. during the review period, the applicant must ensure that the id card or residence permit, work and residence permit, passport, driver's license and other documents are in valid status in order to pass the review. the review results will be announced on the beijing passenger vehicle indicator regulation and management information system on november 9. applicants can log in and view it. if you have any objection to the review results, you can submit a review application to the review department before november 23 (within 15 days).

according to article 33 of the implementing rules of the "beijing interim regulations on the regulation of the number of passenger vehicles" (revised in 2020), for those passenger vehicles that have been investigated and confirmed by public security and judicial authorities to be bought and sold, sold in disguised form, rented or leased, lent or borrowed, the indicator if the notice is confirmed, the indicator management agency shall declare the indicator invalid; if the vehicle registration has been completed using the indicator, the traffic management department of the public security organ shall cancel the motor vehicle registration in accordance with the law, and the indicator management agency shall announce the indicator invalid. at the same time, indicator applications submitted by relevant applicants will not be accepted within three years.
