an old man fell into a manhole while picking up his child

ms. gao introduced that her family lives in jingyue dongfang community in binjiang new town, jingjiang city, which is only separated by a road from the school where her children go to school. among them, the bridge deck at the traffic light intersection of dujiang road and wenxing road is the only way for the mother-in-law to pick up her children from school. there is a large manhole under the bridge deck, with a total manhole cover area of ​​about 4 square meters.

"this manhole cover almost occupies the entire sidewalk of the bridge, and passers-by usually have to walk up and down on it." ms. gao said that on the afternoon of september 19, her mother-in-law was preparing to walk across the bridge to pick up her children from school as usual. unexpectedly, one of the manhole covers was dented and loose and one end was raised. the mother-in-law then fell into the well together with the two manhole covers, and one of the manhole covers directly hit the mother-in-law's shoulder.

"my mother-in-law said that she choked on several pieces of water and was in great pain. she thought she was going to die inside." ms. gao said that with the help of the handrails at the well and the buoyancy of the water, her mother-in-law put her head out to breathe.

ms. gao said that after the incident, her mother-in-law found that the mobile phone was still working and immediately dialed her number. "because the receiver was filled with water, i couldn't hear where she was at that time. later, i saw my mother-in-law soaking in the well during a video call. i immediately contacted my family members nearby to rescue her."

"my mother-in-law said that she set out to pick up the child relatively early and there were not many pedestrians on the road. she soaked in the water for more than ten minutes and no one passed by. she almost fainted from the pain. later, she heard footsteps and shouted for help, and no pedestrians looked at her. they called the police. after my husband arrived, he borrowed a ladder from the property owner to rescue her. "ms. gao said that it was just after the typhoon and the weather was better. if she fell into the manhole on a rainy day, the consequences would be disastrous.

ms. gao said that after the incident, her mother-in-law was covered in sewage. after a hospital examination, it was found that the left shoulder was dislocated and there were multiple large abrasions on her arms and thighs. she "has not recovered yet."

many departments said they were not responsible for the management and maintenance of manholes

since then, ms. gao has reported the manhole problem to the nearby police station, binjiang new district office, 12345 hotline and other departments many times, but none of them have been solved. “the police said that the binjiang new district office handled it, and the office said that this matter was the responsibility of the urban construction group, but the urban construction group the group said that the urban construction department was responsible for the later maintenance and management. however, it also said that the manhole covers were originally made of concrete, not the material of the current manhole covers. it was suspected that the community had replaced the manhole covers privately. however, our community said that the manhole covers were not within the jurisdiction and they had never used them. this manhole cover has not been replaced.”

"after contacting all parties many days after the incident, we still don't know which department should be responsible for the inspection and maintenance of manhole covers, and no one will bear the medical expenses of my mother-in-law." ms. gao said.

ms. gao said that afterward, she also learned from the community property office that as early as september 12 and september 18, the community property had contacted the 12345 hotline twice to report the problem of loose manhole covers, but it had not been resolved.

ms. gao said that on september 23, she saw municipal workers coming to repair the manhole covers, but they simply reassembled and moved the original manhole covers to fill the two fallen manhole covers. “there are still many electric bicycles and electric bicycles every day. pedestrians pass over it.”

"this collapsed manhole is only three to four hundred meters away from dujiang experimental primary school, and it is on the way to and from school. if one day the children fall in, how can they save themselves? what will be the final result?" ms. gao said, hoping that the relevant departments will investigate the inspection of the manhole. there is an explanation for the ownership issue, and the mother-in-law's medical and follow-up expenses will be compensated. in response to the above situation, a reporter from the paper contacted the jingjiang urban management bureau on september 28. the staff said that the traffic light intersection of dujiang road and wenxing road is located in binjiang new city, and the relevant information needs to be consulted at the binjiang new district office. on the same day, a staff member of the binjiang new district office said that after contact, he learned that the construction and management of the road belonged to the urban construction group, and suggested that the urban construction group handle the matter.

on september 29, a reporter from the paper called the urban construction group, and the staff stated that the jingyue dongfang community project department should be responsible for the construction of the manhole involved after it is handed over. the property department of jingyue dongfang community subsequently responded to the paper, saying that it was not aware of the matter and needed a spokesperson to reply.
