1. organizational leadership
this recruitment was jointly announced by the henan provincial health commission, the office of the institutional establishment committee of the henan provincial committee of the communist party of china, the henan provincial department of education, the henan provincial department of finance, and the henan provincial department of human resources and social security.for online registration, the province will organize a unified written test, and on-site qualification review, interviews, physical examinations and other links will be completed by special work teams of relevant departments in the provincial and municipal governments.discipline inspection and supervision departments are invited to participate in supervision throughout the process.
2. recruitment scope and conditions
(1) recruitment scope
1. 2022-2024 medical college graduates.
2. in compliance with other relevant policies and regulations, those who are treated equally as 2024 graduates can also apply, including:
(1) persons who are fresh graduates from ordinary colleges and universities and are drafted into the army to perform compulsory military service within 1 year after retirement;
(2) those who participate in grassroots service projects such as "three supports and one assistance" have no work experience before participating in the service project, and they have expired within 2 years of service and passed the assessment;
(3) persons who directly receive assistant general practitioner training or resident physician standardized training without working after graduating from university, and who pass the training in 2023 or 2024.
(2) recruitment conditions
1. have the nationality of the people's republic of china, enjoy the basic political rights of citizens, abide by the constitution and laws, have good conduct, and be willing to work as a rural doctor in our province for a long time;
2. educational background and major:ordinary full-time college degree or above in clinical medicine, traditional chinese medicine, integrated traditional chinese and western medicine and other majors (eligible to apply for clinical category, traditional chinese medicine category practicing assistant physician qualifications);
3. adapt to the physical conditions required by the position;
4. personnel with any of the following circumstances shall not participate in recruitment:
(1) those who have been criminally punished for violating the law;
(2) suspected of violating disciplines and laws and is under review by relevant authorities but no conclusion has been made yet;
(3) being included in the list of joint punishment targets for breach of trust in accordance with the law;
(4) other circumstances in which applicants are not allowed to take the exam according to laws and regulations.
3. recruitment procedures
(1) release information.recruitment information is released to the public through the official website and public account of the henan provincial health commission. the official website and public account of the henan provincial personnel examination center and the official website of the provincial and municipal health commissions are simultaneously forwarded.
(2) online registration.october 14th-18th,click for those who intend to participate in recruitmenthttp://zp.haeduyun.cn/to register online, fill out the "registration form for open recruitment of university student rural doctors in henan province" (see attachment 2).applicants only apply to the county (city, district) where the recruitment position is located, not to the specific position. one person cannot apply for multiple counties (cities, districts) at the same time.once the registration form is submitted, it cannot be changed.
(3) on-site qualification review.october 21-23,online applicants should bring their graduation certificate, original and copy of their id card, two recent two-inch color photos of the front face without a hat, henan university student rural doctor open recruitment registration form and other materials to the designated provincial and municipal level in the county (city, district) where they are applying. the qualification review will be conducted at the location (see appendix 3).special recruitment teams in provincial and municipalities must refine the division of responsibilities, clarify the work progress, and conduct centralized review in strict accordance with the recruitment conditions and scope. during the centralized joint review, a ledger will be established to record the review work, and the dedicated team members will sign and confirm it as information for future reference.after the individual registration is completed, the recruitment team will promptly feedback the results to the individual via phone call or text message.
(4) pay the fee and print the admission ticket.those who pass the qualification review will log in to the registration website from october 28th to 31st to pay the 30 yuan examination fee.(document basis: yufa charges [2010] no. 1762),log in to the registration website from november 5th to before the written test and print the admission ticket yourself.the admission ticket serves as a necessary voucher to participate in the written examination, interview and physical examination.
(5) organizing examinations
1. written test.around november 10, 2024, the province will organize a unified written examination.there is no opening ratio for the written examination. the time and location of the written test shall be as shown on the admission ticket.the test questions cover knowledge on grassroots health policies, relevant laws and regulations, basic medical care, preventive health care, and public health.candidates must take the written test with their admission ticket and id card.those with incomplete documents will not be allowed to take the exam.within 2 days after the written test, the results will be reported to the provincial and municipal recruitment special classes.candidates can log in to the registration website to check their personal written test results.
2. interview. after the written examination, the provincial health commission and the provincial department of human resources and social security will determine the passing score for the written examination. according to the ratio of 1:3 between the number of people to be recruited and the number of people participating in interviews in each county (city, district), interview candidates will be determined in the order of written test scores from high to low. those with the lowest written test scores within the ratio will be entered into the interview at the same time. if the ratio of qualified candidates in the written test cannot reach the 1:3 ratio online, the list of candidates for the interview will be determined based on the actual number of candidates.the interview list is published on the official website of the provincial and municipal health committees.interviews will be conducted in accordance with relevant regulations.the order of interviews will be determined by drawing lots, and the entire process will be videotaped. results will be announced on-site and confirmed by the candidates' signatures.
3. the total score is determined.the provincial and municipal recruitment special classes will calculate the final total score based on the method that the written test score accounts for 50% and the interview score accounts for 50%.within 1 working day after the interview, the total results and rankings by county (city, district) will be announced, and physical examination personnel will be determined in equal numbers according to the number of recruits in each county (city, district). if there are decimals in the written test, interview and total scores, they will be rounded to two decimal places. if the total scores are the same, the one with the higher written test score will be ranked first. if the written test scores are also the same, an additional test and interview will be used to determine the ranking. those who are absent from the interview will not be counted in the total score. the total results, rankings and physical examination lists are announced on the official website of the provincial and municipal health committees.
(6) physical examination and inspection.the provincial and municipal recruitment work special classes organize physical examinations in accordance with the "notice on revising the general standards for physical examination for civil servant recruitment (trial)" and "physical examination operation manual for civil servant recruitment (trial)" (ministry of human resources and social security [2016] no. 140).the fees are borne by the candidates themselves.those who have passed the physical examination will enter the inspection phase, which mainly examines the political and ideological performance, moral character, business ability, work performance, etc. of the candidates to be recruited.if there is a shortage of personnel who fail the physical examination or inspection or give up recruitment qualifications, they will be filled in equal amounts according to the total score in the same county (city, district) from high to low.
(7) selection of positions and announcement of results.candidates who have passed the examination, physical examination and inspection will be organized by the provincial and municipal recruitment work special classes.according to the overall score ranking of the sub-counties (cities, districts), starting from the first place, village clinics will be selected in the counties (cities, districts) where they apply, and the positions of the personnel to be recruited will be determined. the candidates will sign for confirmation.and it was announced on the official website of the provincial municipal health commission.the publicity period is 5 working days.if there are any problems reported during this period,if it is verified that the candidate does not meet the recruitment conditions, the employment qualification will be cancelled; if it is difficult to verify for the time being, the employment will be suspended until the investigation is complete before making a decision.
(8) supplementary registration.for positions that have not completed this recruitment plan,the provincial health commission will organize the supplementary registration.candidates whose written test scores are above the passing line can apply.however, those who have been identified as candidates for recruitment and those who voluntarily give up their recruitment qualifications after participating in interviews are not eligible to participate in supplementary recruitment. once found, their qualifications for this recruitment will be cancelled.registration for supplementary admission will start around december 10th.only apply for the county (city, district) where the position is located, not the specific position;the supplementary admission notice was released on the official website of the provincial health commission.please pay attention to eligible candidates. follow-up interviews, physical examinations, inspections, job selections, public announcements and other links will still be completed by the provincial and municipal recruitment work teams, and the requirements are the same as before.
(9) report and record.the provincial and municipal recruitment work special classes will file and manage the original materials such as qualification review, test scores, physical examinations, inspections, and public announcements, and file and report to the provincial health and health commission the roster of proposed personnel and the completion of recruitment work, and cover the four departments of the special class. official seal.
(10) employment management.after the proposed personnel are submitted for approval or filing according to the procedures,the establishment department of the county-level institution shall handle the enrollment procedures.the township health center signs an employment contract with the employed personnel, and pays wages according to the number of employees in the public institution.after being recruited, college student rural doctors should continue to serve in the village clinic for no less than 6 years (excluding the time to participate in standardized training). if they fail to obtain the qualification of practicing (assistant) physicians within 3 years, their employment contract shall be terminated.
