third, adhere to comprehensive policies. in counter-terrorism, we should establish a systematic concept and focus on eradicating the soil that breeds terrorism from the source. in counter-terrorism efforts, we should pay attention to development issues, accelerate the implementation of the united nations 2030 agenda for sustainable development, and break the vicious cycle between poverty and terrorism. in counter-terrorism, we should pay attention to youth issues, solve the problem of education and employment for young people, and prevent young people from being poisoned by terrorism and extremist ideas.

fourth, insist on empowering and increasing efficiency. all parties should strengthen communication and coordination, information sharing and experience exchange, especially to help developing countries strengthen their anti-terrorism capabilities. efforts should be made to deal with the challenges brought by emerging technologies, especially the challenges and security risks in cyberspace.
