the second phase of the china science and technology journals excellence action plan has five sub-projects: english single journals, chinese single journals, new journals with a high starting point, cultivation of high-level journal running talents, and cluster (group) pilot projects, with an implementation period of 5 years. the details are as follows.

(1) english single issue

we will select and support english-language scientific and technological journals that have certain international influence in subject and professional fields, have literature and data stored in my country, and that we have the leading role in publishing. continue to strengthen the ability to capture top-level academic results around the frontiers of basic research and major applied research, accelerate its rise to the ranks of world-class scientific and technological journals, provide professional services for scientific researchers to obtain high-quality academic resources, carry out high-level academic exchanges, and facilitate the domestic publication of high-level papers. the journal provides platform support for priority publication.

in principle, priority will be given to journals published and disseminated on journal publishing platforms independently operated by domestic institutions.

1. leading english journals

number of projects: 50 projects, stable support for 5 years

single item amount: no more than 1.5 million yuan/item/year

2. english echelon journals

number of projects: 150, stable support for 5 years

single item amount: no more than 500,000 yuan/item/year

(2) chinese single issue

(3) new issues with a high starting point

this time, four sub-projects including english single journals, chinese single journals, new journals with a high starting point, and cluster (group) pilots were applied for. the sub-project of cultivating high-level journal talents will be organized and implemented by the china association for science and technology. the application conditions are as follows.

(1) english single issue, chinese single issue

1. the journal has a unified domestic serial publication number, has been published continuously for more than one year (as of august 2024), and has normal annual verification in the past two years, and the literature data is stored domestically.

2. academic journals should have complete ethical standards and publishing procedures, and be included in important domestic and foreign databases. among them, chinese academic journals should be in the top 50% (inclusive) of the subject in the domestic database for their main citation indicators.

3. science popularization journals should have strong social influence and communication power, and in principle must be selected into the "catalogue of excellent popular science journals in china" by the china association for science and technology or the "excellent popular science journals" by the state press and publication administration.

4. for mixed-language chinese and english journals, you can choose to apply for either an english single journal or a chinese single journal, depending on the situation. journals in minority languages ​​and journals in mixed languages ​​of minority languages ​​and chinese are regarded as chinese journals.

5. the applicant should be the journal sponsor or a publishing unit with independent legal person qualifications.

6. there will be no distinction between leading and echelon journals during the project application stage. budget applications can be filled in based on the actual needs of the journals, and the selected categories and funding amounts will be determined based on the review results.

(2) new publications with a high starting point

1. the applicant should comply with the requirements of the "publication management regulations" and "journal publishing management regulations", have academic ethics and publishing procedures that comply with internationally accepted rules, and have a certain basis for international publishing experience. if two or more units jointly sponsor the journal, one unit must be identified as the main sponsor of the proposed journal and the application must be made in the name of that unit.

2. new journals in the chinese category with a high starting point are limited to national societies, international science and technology organizations established in my country, “double first-class” universities, national scientific research institutes, central science and technology leading enterprises and national laboratories.

3. for new journals with a high starting point in english, priority will be given to national societies, international science and technology organizations established in my country, “double first-class” universities, national scientific research institutes, central science and technology leading enterprises and national laboratories to apply.

4. for journals that have been published overseas with international serial numbers, the applicant must have full ownership of the journal.

5. priority will be given to supporting journals that are in line with key construction areas, and priority will be given to supporting the establishment of journals relying on publishing platforms independently operated by domestic institutions.

6. this project does not support journals run by institutions below the provincial level. if the establishment registration procedures are not completed within two years after the project is established (except due to force majeure), the qualification for selection will no longer be retained.

(3) cluster (group) pilot

1. the applicant should be a journal sponsoring and publishing unit with a certain foundation for the cluster development of journals, and have independent legal person qualifications.

2. applications for different categories a, b, and c must meet the following conditions:

category a should have a good foundation for internationalization and cluster development, and have established a journal digital publishing platform covering the full chain of service functions such as journal editing, publishing, and dissemination; the number of journal groups should be no less than 50, of which no less than 50 are english journals. 15 kinds, some journals have been included in important international databases and the main citation index is in the top 25% (including 25%) of the subject; it has practical experience in exploring the integration and intensive development of journal resources.

category b should have a certain foundation for the development of journal clusters, and a digital journal publishing platform covering the main publishing functions should have been established; the number of journals in the group should be no less than 30, including no less than 10 english journals, and some journals have been included in important international databases. the main citation indicators are in the top 50% (inclusive) of the subject; it has a good demonstration effect of intensive journal development.

category c should have certain conditions for cluster development, have clear plans and solutions for intensive publishing development, or have built a digital publishing platform with basic functions; the size of the journal group should be no less than 10, including no less than 5 english journals , some journals have high academic influence; there are good prospects for the intensive development of journals.

3. on the premise of meeting the application conditions, three categories a, b, and c can be re-selected, and the application budget does not exceed the upper limit of the reported category.

4. in the journal cluster of the applicant, each journal must ensure that it is the only one participating in the application of the cluster. journals that overlap with other clusters will be deemed invalid.

5. cluster (group) pilot project funds cannot be used for the construction of individual journals selected for the excellence plan (except for new high-starting journals selected for the second phase of excellence).

the applicant unit fills out the application form online, and after it is reviewed by the competent unit and passed the qualification review by the project office, it submits paper materials to confirm the completion of the application. the details are as follows.

(1) the applicant unit shall log in to the "china association for science and technology science and technology key project management digital platform" (hereinafter referred to as the "management platform", website http://kjqkxm.castscs.org.cn/egrantweb/) to register and fill in relevant project information. the management platform is open from 8:00 on september 30 to 17:00 on october 21, 2024. overdue applications will not be accepted.

(2) for english single journal and chinese single journal projects, fill in the application form with the journal account number and submit it to the journal organizer for preliminary review.

(3) the competent authority of the applying unit shall conduct an online review of the project application form. the china association for science and technology, the ministry of education, the ministry of science and technology, the ministry of finance, the state press and publication administration, the chinese academy of sciences, and the chinese academy of engineering respectively review the reporting units under their respective jurisdictions, and the china association for science and technology reviews others on their behalf.

(4) the china science and technology journals excellence action plan office will review the qualifications of the application projects that have been reviewed by the competent authority.

(5) after passing the qualification review, generate and print the application form on the management platform, stamp it with the official seal of the sponsor and the competent authority, scan and upload the electronic version, and send the original together with other application materials. application forms for english single journals, chinese single journals and high-start new journal projects must be signed and stamped with official seals by all sponsors.

(6) the applicant unit logs into the budget management integrated service platform of the china association for science and technology (https://ysyth.cast.org.cn/portal/login), clicks "supplier registration", and enters supplier information. suppliers who have registered in the smart accounting system need to log in to the new system to complete relevant information.

(1) the applicant must ensure the authenticity and completeness of the application materials. projects that do not submit stamped paper application materials as required will not be evaluated.

(2) it is strictly prohibited to interfere with project application, review and project establishment in any inappropriate manner. if there is any fraudulent behavior such as false reporting or fabricating performance, or solicitation behavior such as "saying hello" or "gathering", the project application qualification will be disqualified once verified.
