"as you can see, this is the freight warehouse of the phase iii factory. it only took 40 days from land acquisition to the start of construction. it helped the company save about 50 days of construction time, reduce construction costs by millions of yuan, and increase production benefits by nearly 100 million yuan." liu jun, administrative examination and approval service specialist of the qijiang high-tech zone management committee, told reporters.
from land acquisition to the start of construction, the approval time has been reduced by more than half. how did qijiang high-tech zone achieve this?
"in the past, there were 7 industrial groups in qijiang district, managed by 5 management agencies. the institutions were complicated, the procedures were complicated, and the efficiency was low." liu jun said that these 7 groups were relatively scattered, and enterprises needed to go to different places to handle various approval matters. it is handled by district-level departments, and it takes more than a year from project signing to production and implementation.
at present, with the in-depth advancement of the reform of chongqing park development zone, qijiang has integrated seven industrial groups into one high-tech zone management committee in accordance with chongqing’s reform direction of “one district, multiple parks, one team”. in accordance with the principle of "freedom", the qijiang high-tech zone management committee will be fully authorized to independently review and approve matters.
the management committee of qijiang high-tech zone innovatively implements the "one-stop process", with the goal of "negotiation means pre-examination, signing the contract means project approval, land acquisition means starting construction, and approval does not leave the park", and 97 things need to be handled from project establishment to completion acceptance. we will re-engineer the process for each approval matter, promote notification and commitment system reforms such as “handling after notification and commitment”, “inspection after notification and commitment”, “accommodating vacancies and then filling in”, and “classified drawing review pilot” to speed up the construction and commissioning of park projects and achieve results.
liu jun said that at present, more than 140 approval items have been handled under the "one-stop service", and the average amount of information submitted by enterprises has been reduced by 20%. the approval time for the entire process from land acquisition to the start of construction can be reduced to 40 days, and the approval department has been reduced from the previous 10 days. has been reduced to the current one, and the approval cycle has been greatly shortened.

according to reports, the company is a smart lathe complete machine manufacturer. it signed a contract and landed in qijiang high-tech zone in june 2023. its confidential machine tool production line project covers an area of 42 acres, with a total construction area of 17,670 square meters and a factory area of 15,000 square meters.
"as the first company to enjoy the 'approval without leaving the park', this company took 49 days to obtain land, plan review, and drawing review. construction has started in december 2023 and is currently undergoing completion acceptance." liu jun said.
