public information shows that li haitao was born in september 1963 in bayan, heilongjiang. he has been working in the province and has served as deputy director and party member of the heilongjiang provincial economic and trade commission and provincial economic commission, deputy secretary and mayor of jiamusi municipal party committee, secretary of the daxinganling prefectural committee, etc. he served as secretary-general of the heilongjiang provincial government in 2011.
