recently, the 10th meeting of the standing committee of the 12th cppcc national committee of the ningxia hui autonomous region was held in yinchuan. the meeting focused on "solidly advancing the 'three plans' and promoting the construction of a demonstration zone for the awareness of the chinese nation's community". chen yong, chairman of the cppcc autonomous region, attended the meeting and delivered a speech.

previously, the cppcc of the autonomous region organized a research team led by the chairman and the vice-chairman in charge to conduct on-site research on the "construction of a demonstration zone for consolidating the awareness of the chinese nation community" and put forward opinions and suggestions to help solve practical problems.

the party central committee attaches great importance to ethnic work. in june this year, general secretary xi jinping requested during his inspection in ningxia that efforts should be made to create a demonstration area for building a strong sense of community for the chinese nation.

as an ethnic region, the first priority is to build a strong sense of community for the chinese nation and maintain the lifeline of national unity. at present, our country is promoting high-quality economic and social development, leading ethnic minority areas to seize development opportunities and integrate into the new development pattern, which is an inevitable requirement to fully realize the common prosperity and development of all ethnic groups and realize chinese-style modernization.

first, why should we build a strong sense of community for the chinese nation?

in october last year, the political bureau of the cpc central committee conducted its ninth collective study session on building a strong sense of community for the chinese nation. general secretary xi jinping pointed out that to build a strong sense of community for the chinese nation is to guide people of all ethnic groups to firmly establish the concept of a community that shares weal and woe, honor and disgrace, life and death, and destiny.

"making a strong sense of the chinese nation's community the main line of the party's ethnic work and all work in ethnic areas." general secretary xi jinping demanded.

our country is a unified multi-ethnic country. national unity is the lifeline of the people of all ethnic groups in our country. the sense of community of the chinese nation is the foundation of national unity.

the party and the country have always attached great importance to ethnic work. in 2014, general secretary xi jinping proposed the “consciousness of the chinese nation’s community” at the second central xinjiang work symposium. in 2021, at the central ethnic work conference, general secretary xi jinping raised the awareness of the chinese nation's community to the level of the "outline" of the party's ethnic work in the new era, emphasizing that "all work must focus on this."

at present, ethnic work is facing new situations and new challenges. our country has entered a new journey of chinese-style modernization, and in the national economic and social development strategy, no nation can be missing.

"building a strong sense of community for the chinese nation" has been written into the new development program. the "decision of the central committee of the communist party of china on further comprehensively deepening reforms and promoting chinese-style modernization" adopted by the third plenary session of the 20th central committee of the communist party of china in july this year clearly pointed out that the law on promoting national unity and progress shall be formulated, the system and mechanism for building a solid consciousness of the chinese nation's community shall be improved, and the the cohesion of the chinese nation.

second, how to create a demonstration area?

it is a major goal and task in ningxia to create a demonstration zone for the awareness of the chinese nation’s community.

during his inspection in ningxia, general secretary xi jinping went to the changcheng garden community in jinfeng district, yinchuan city, a large community where many ethnic groups live together. he pointed out that it is necessary to continuously build a strong sense of community for the chinese nation, closely connect the hearts of people of all ethnic groups, and jointly promote chinese-style modernization.

in may this year, the seventh plenary session of the 13th ningxia hui autonomous region party committee made special arrangements for the construction of demonstration zones. the "task list" for the construction of the demonstration area is very specific, including carrying out in-depth special treatment of outstanding issues such as feudal superstition and high-priced bride gifts, guiding people of all ethnic groups to jointly move toward modernization in terms of ideological concepts, spiritual tastes, and lifestyles; continuously strengthening the development of minority areas endogenous motivation and self-development ability, etc.

to create a demonstration area, we must not only consolidate the good situation, but also constantly solve the contradictions and problems existing in actual work. we must go to the front line, discover problems and solve them.

according to the deployment, in june this year, the cppcc autonomous region formed three research groups, led by the chairman and vice-chairman of the cppcc autonomous region respectively. in the form of joint cppcc meetings at the district, city and county levels, they focused on promoting the "youth exchange plan of all ethnic groups" and "international embedding of people of all ethnic groups". conduct research on the "national development plan" and "tourism promotion plan for exchanges and integration of various ethnic groups", formulate a consultation report, and provide opinions and suggestions for the establishment of a demonstration area in the autonomous region.

on september 24, the cppcc of the autonomous region held a meeting to negotiate and discuss policies around "solidly advancing the 'three plans' and promoting the construction of a demonstration zone for the awareness of the chinese nation's community." the meeting once again emphasized the need to focus on in-depth research on establishing a system and mechanism to solidify the consciousness of the chinese nation's community and improve mechanisms to promote exchanges, exchanges and integration among all ethnic groups, identify problems and make practical suggestions.

third, how to seek development?

to build a strong sense of community for the chinese nation, we must seek development for ethnic areas and lay a solid material foundation. general secretary xi jinping once pointed out that a series of major measures should be taken to support the economic and social development of ethnic minority areas.

at present, the problems of small economic aggregate, weak industrial support, insufficient infrastructure and relatively lagging development in ethnic minority areas still exist. it is a breakthrough to cultivate and expand the characteristic and advantageous industries in ethnic minority areas and solve the structural contradictions and institutional obstacles that restrict the high-quality development of ethnic minority areas.

in august this year, the national committee of the chinese people's political consultative conference's "developing characteristic and advantageous industries to promote high-quality development in ethnic minority areas" research team went to the altay region, bayingoleng and other places in the xinjiang uygur autonomous region to conduct research and gain an on-site understanding of the development of characteristic and advantageous industries. the research team focused on xinjiang’s cultural tourism industry, e-commerce industry, and the characteristic industry cotton textile industry.

for ningxia, "ningxia wolfberry", "chinese wine capital", "hometown of high-end milk" and other "golden signs" are famous and are the engine of economic development in ningxia's ethnic areas.

taking the wolfberry industry as an example, ningxia has established a provincial-level leader-in-charge industry system. among them, wolfberry is the only industry with provincial leadership in the region, led by chen yong, chairman of the cppcc of the autonomous region. previously, chen yong led a team to guangdong, zhejiang, and beijing to promote ningxia wolfberry and witnessed the signing on site.

ningxia wolfberry has a strict quality and safety standard system. this year, the national wolfberry product quality inspection and testing center (ningxia) was officially established and put into use, marking that ningxia wolfberry has reached a new level in quality inspection and testing. data shows that as of the end of 2023, there are 30 wolfberry enterprises in ningxia, with a comprehensive output value of 29 billion yuan in the entire industry chain, an annual export of 6,000 tons of wolfberry, and an export value of us$50 million. the products are exported to more than 50 countries and regions, and the development momentum strong.

at the same time, industrial development in ethnic minority areas must be actively aligned with the national development strategy. for example, ningxia is the gathering place for the two major strategies of western development in the new era, ecological protection of the yellow river basin, and high-quality development. both strategies have clear requirements for “building a strong sense of community for the chinese nation.” at the same time, it is also required to promote economic and social development closely based on people's livelihood and comprehensively and accurately implement the party's ethnic policies.
