on august 28, 2024, the liantang police station of the qingpu branch of the shanghai public security bureau received a report from song, saying that he saw an advertisement introducing a chinese medicine hospital for treating male diseases while surfing the internet at home, claiming that the medicine could cure the disease. he contacted the other party with the mentality of giving it a try. the other party claimed to be a famous chinese medicine doctor and sold his own chinese medicine products to him, and guaranteed that there would be immediate effects after taking it. after hearing this, song believed it and spent more than 2,000 yuan to buy a course of treatment. however, after taking a course of treatment, it did not achieve the effect introduced by the other party, and the medicine packaging received was very rough. he realized that he might have been cheated, so he called the police.

after investigation, cui learned on the internet that selling special medicines for men was more profitable, so he started to think crookedly. in late april 2024, he took advantage of the fact that citizens were embarrassed to go to regular medical institutions for diagnosis and treatment due to face-saving for such privacy, and recruited zhang, guan and 7 other people as sales with ma. by illegally obtaining photos, medical qualifications, business licenses, etc. of doctors from a traditional chinese medicine hospital, he asked the sales staff to pretend to be a famous traditional chinese medicine doctor or his assistant, added male customers through drainage, and used pre-prepared words to conduct false consultations with male customers, and sold male medicines and health products with gimmicks such as "one prescription for one person", good efficacy, and high cost performance. these so-called high-priced "special medicines" are actually low-priced health products or over-the-counter drugs purchased from regular pharmaceutical factories. as of the time of the incident, the amount involved exceeded 1 million yuan.
at present, the suspects cui and ma have been criminally detained by qingpu police on suspicion of fraud. zhang, guan and seven others have been taken criminal coercive measures by qingpu police in accordance with the law on suspicion of fraud. the case is under further investigation.
