compared with the old version of the "specifications", the new standard is more comprehensive and detailed in terms of basic requirements for campus security, personnel requirements, equipment requirements, and security service requirements. for example, the new regulations stipulate that security guards should strictly abide by the school's rules and regulations, and should not enter the school's teaching areas and non-duty areas unless it is necessary for work, should not interfere with the normal education and teaching order of the school, and should not inquire, discuss, or disclose the personal information of teachers and students and school information. security service companies should conduct regular psychological health monitoring of security guards and conduct psychological tests on all on-duty security guards every six months.
in terms of skill requirements, the new standard proposes that security guards should receive no less than 16 hours of security business training and can only take up their posts after passing the training. they should also receive no less than 16 hours of on-the-job training every year.
in terms of security services and emergency response to related situations, the new standard stipulates that during peak service periods, on-duty personnel and standby forces should be deployed to the maximum extent possible, the minimum number of security guards at each campus entrance and exit should be no less than 2, and there should be no less than 2 security guards per patrol shift; door guards, patrols and security monitoring rooms should all be on duty 24 hours a day.
security guards should check and register the information of outsiders and vehicles to prevent unauthorized persons and vehicles from entering the school; those who refuse to cooperate, have incomplete procedures or are in doubt should be reported to the school security department for handling; for sudden illegal and criminal acts that endanger personal safety, security guards should take decisive measures in accordance with the emergency plan to stop the illegal and criminal acts, protect the safety of personnel, control the escalation of the situation, report to the school security department and public security organs in a timely manner, and cooperate in the investigation and evidence collection.
the new standard also stipulates that security guards should patrol key areas and surrounding areas of schools at least five times a day and keep records. among them, at least one patrol should be carried out during the night period (0:00-6:00). when encountering illegal infringements in progress, security guards should take necessary measures to stop them in accordance with the law, report them to the school security department and public security organs in a timely manner, and cooperate in follow-up work; in the event of fires, explosions and other accidents, security guards should immediately call the police and notify the school security department in a timely manner, take measures to prevent the situation from escalating, actively assist in rescuing the injured, and do a good job of protecting the scene; when discovering violent acts involving the school, teachers and students, and abnormal behavior of teachers and students, security guards should stop them as soon as possible and immediately report to the school security department or public security organs.

the new standard aims to unify the qualifications, job configuration, service behavior, security operation standards and equipment standards of campus security guards, ensuring that emergencies or abnormal situations in primary and secondary schools and kindergartens can be handled quickly and decisively. after the standard is formulated, the beijing police will work with the beijing security association and relevant security companies to organize the training and assessment of campus security to ensure the implementation of the standard.
