the shanghai development and reform commission said that the service consumption voucher issuance plan will focus on amplifying the policy effect. this round of service consumption vouchers adapts to the trend of consumption upgrading, increases subsidies for catering consumption, accommodation consumption, and cultural and sports consumption, and improves the effectiveness and implementation rate of the policy. for consumers, according to the consumption needs of different groups, consumers are encouraged to make good use of consumption vouchers in different fields and with different denominations.

specifically, this round of shanghai service consumption vouchers adopts the "le shanghai" series name, and the four types of consumption vouchers are named "lepin shanghai" catering consumption vouchers, "leyou shanghai" accommodation consumption vouchers, "leying shanghai" movie consumption vouchers, and "ledong shanghai" sports consumption vouchers.

in terms of coupon rules, catering and accommodation coupons are divided into four levels according to the consumption amount from low to high, and will be optimized and adjusted according to the verification situation during implementation. the coupon rules for catering coupons are 300-50, 500-100, 800-200, and 1000-300. the coupon rules for accommodation coupons are 300-50, 600-130, 900-220, and 1200-300. for movie coupons, each movie ticket can be used to redeem a 20-yuan or 30-yuan coupon. the general sports coupons are divided into 6 levels from 10-5 to 200-80, and special coupons for swimming, badminton, ice and snow sports are also issued.

from the perspective of distribution channels, this round of four types of consumer vouchers adopts the "2+1+1" distribution method, that is, the two types of consumer vouchers for catering and accommodation are distributed through three payment platforms jointly selected by the shanghai municipal commission of commerce and the shanghai municipal bureau of culture and tourism, the movie consumer vouchers are distributed through the two ticketing platforms of maoyan and tao piao piao, and the sports consumer vouchers are distributed through the existing sports consumer voucher distribution information platform "come to shanghai to move | fitness map". all four types of consumer vouchers are collected on a "first come, first served" basis. the catering and accommodation consumer vouchers are distributed weekly, and the movie and sports consumer vouchers are distributed daily. the catering, accommodation and sports consumer vouchers are valid for 7 days from the date of issuance, and the movie consumer vouchers are valid for 24 hours from the time of collection.

this round of shanghai service consumption vouchers will be issued in two phases, with high-frequency rolling issuance of consumption vouchers in each phase. in the first phase, from the end of september to the end of october, more catering and movie consumption vouchers will be issued during the national day holiday to create a consumption boom and attract foreign consumption. in the second phase, from november to december, more accommodation and sports consumption vouchers will be issued during the off-season to boost off-season consumption. the first round of voucher issuance is scheduled to start at 8:00 on september 28 to issue sports consumption vouchers, 10:00 to issue catering consumption vouchers and movie consumption vouchers, and 11:00 to issue accommodation consumption vouchers.
