according to the education bureau of huaiyuan county, bengbu city, anhui province, in accordance with the spirit of the document "implementation plan for optimizing the layout of compulsory education schools in huaiyuan county during the 14th five-year plan period" (huai zhengban [2022] no. 20), our county will withdraw and merge 77 small-scale schools including dayao primary school in liucheng town from 2021 to 2023, and divert about 400 regular teachers and about 4,000 students.
the huaiyuan county education bureau said that since 2021, the county has invested about 58 million yuan in special funds to expand the student dormitories and canteens of four boarding schools including xiangqiao school. new student dormitories are 12,270 square meters and canteens are 4,400 square meters. after completion, nearly 2,000 new students will be accommodated, effectively reducing the burden of parents' pick-up and drop-off. in addition, in order to solve the problem of difficulty in picking up and dropping off students after the merger of schools, on may 27, 2024, the county mayor's office agreed to open school bus operation management throughout the county. according to document no. 14 of the huaiyuan county government and document no. 1 of the huaiyuan county school bus office, school bus operation services will be provided to students in accordance with laws and regulations. by then, it can fully meet and solve the problem of difficulty in picking up and sending children to school after the merger of rural schools in our county.
in longnan, a county-level city under the jurisdiction of ganzhou, jiangxi province, the local government has optimized and adjusted small-scale rural schools in accordance with the overall idea of "urban expansion, township agglomeration, and area optimization". there are 9 small-scale schools with less than 30 students in the city (dujiang xiangtang teaching point, nanheng shimen teaching point, nanheng zhushui teaching point, nanheng sanxing teaching point, yangcun yangtai teaching point, yangcun banxia teaching point, yangcun huangkeng teaching point, wudang shixia teaching point, wudang henggang teaching point), and 3 small-scale schools with less than 100 students (yangcun jiaobei primary school, lintang shuikou teaching point, yangcun dongshui primary school). the schools that mainly accept diverted students, such as yangcun town central primary school, wudang town central primary school, nanheng township central primary school, dujiang town central primary school, and lintang school, all have canteens and dormitories, which basically meet the food and accommodation needs of diverted students. by august 2024, small-scale rural schools with less than 30 students will be fully optimized and adjusted, and small-scale schools with less than 100 students will be optimized by more than 75%. by 2025, more than 80% of small schools with less than 100 students will be optimized; by 2026, more than 90% of small schools with less than 100 students will be optimized.
according to the proposal reply letter published by the education bureau of jingmen city, hubei province on september 18, after investigation, there are 108 small-scale rural schools with less than 100 students in the city, including 63 teaching points; and 75 small-scale urban schools with less than 200 students, which provides data support and decision-making basis for promoting the merger and closure of small-scale schools.

in yujiang district, yingtan city, jiangxi province, 140 of the 147 small-scale rural schools in the district have been closed and merged in recent years, with an optimization rate of 95.24%.
according to the information released by the yujiang district media center on september 15, yujiang district started with building boarding schools. the district invested a total of 330 million yuan to basically complete the construction, renovation and upgrading of 22 boarding schools, fully meeting the needs of primary and junior high school students to stay in schools, and realizing the return of more than 1,500 rural schools. in order to effectively solve the worries of parents, the district finance invests more than 3 million yuan each year, opens 41 school bus routes, allows 4,800 students to enjoy school bus pick-up and drop-off services; arranges more than 600 parents to find employment, and provides affordable housing for 200 migrant workers in the town.
pei county, xuzhou, jiangsu is also implementing the closure of schools and merging of schools.
according to a report by xinhua daily in september this year, liu yulai, former deputy director of the pei county teacher development center, said that from 2021 to 2023, pei county originally planned to merge 69 township rural primary schools. after investigation and demonstration, it was finally decided to merge 56 schools, and the other 13 schools would be retained and continue to operate to serve the surrounding villagers. most of the schools included in the merger plan are single-track schools with fewer staff and weak foundations (i.e. schools with only one class in each grade).
"after the layout adjustments in recent years, there are currently 82 primary schools in pei county, including 62 village primary schools; 37 junior high schools and nine-year schools, 22 of which are in rural areas. it should be said that we are a veritable large township education county in northern jiangsu." zhu xinyi, head of the pei county teacher development center, said that the essence of successive rounds of layout adjustments is to merge weak village schools into better schools and achieve the optimization and reorganization of township education resources.
the report said that during the visit and investigation, the reporter found that some small-scale rural schools that were originally included in the merger and withdrawal plan were retained after careful consideration and are developing towards becoming rural "pearl schools". among them, chenqiao primary school in zhangzhuang town, pei county is one of the 13 rural primary schools that have been retained after repeated demonstrations. the school currently has 108 students, two-thirds of whom are left-behind children. around 2020, the county originally planned to withdraw and merge chenqiao primary school and divert students to the central primary school and tianlou primary school, 5 kilometers away. however, when the education department visited and investigated, parents generally reported that the journey to school was long and inconvenient to pick up and drop off. the demands of parents put the original merger and withdrawal plan on hold. after two months of demonstration, chenqiao primary school was approved to continue operating.
