at the event, the provincial department of commerce, together with the provincial finance department, the provincial development and reform commission and other departments, issued the "notice on further improving the work related to the trade-in of consumer goods". the notice involves five aspects: raising the standard of subsidies for scrapping and updating cars, launching subsidies for car replacement and updating, launching subsidies for the trade-in of home appliances, launching subsidies for the replacement of home decoration kitchens and bathrooms, and launching subsidies for the trade-in of electric bicycles.
in terms of increasing the subsidy standard for scrapping and updating automobiles, for individual consumers who scrap fuel passenger cars with national iii emission standards or below or new energy passenger cars registered before april 30, 2018 between april 24, 2024 and december 31, 2024, and purchase new energy passenger cars included in the "catalogue of new energy vehicle models with vehicle purchase tax reduction and exemption" of the ministry of industry and information technology or fuel passenger cars with a displacement of 2.0 liters and below, the subsidy standard will be increased to 20,000 yuan for the purchase of new energy passenger cars and 15,000 yuan for the purchase of fuel passenger cars with a displacement of 2.0 liters and below.
in terms of car replacement and renewal subsidies, individual consumers who transfer their own heilongjiang licensed passenger cars, purchase new passenger cars and register them in the province, and the registered use of the new car is non-operating, can apply for a one-time subsidy. individual consumers who replace their newly purchased vehicles with new energy passenger cars will receive a subsidy of 18,000 yuan; those who replace their newly purchased vehicles with fuel passenger cars will receive a subsidy of 13,000 yuan.
in terms of subsidies for replacing old home appliances with new ones, individual consumers will be given consumption subsidies for purchasing refrigerators (including freezers), washing machines (including dryers), televisions, air conditioners, computers (including desktop and portable computers, excluding tablets), water heaters (including wall-mounted boilers), gas stoves (including integrated stoves), and range hoods with energy efficiency or water efficiency standards of level 2 or above. the subsidy standard is 15% of the final sales price of the product. for the purchase of the above 8 types of home appliances with energy efficiency or water efficiency standards of level 1 or above, an additional subsidy of 5% of the final sales price of the product will be given. each consumer can subsidize 1 item of each type of product, and the subsidy for each item shall not exceed 2,000 yuan.
in terms of subsidies for home improvement kitchen and bathroom replacement, individual consumers are given consumption subsidies for purchasing 10 categories of products with unified national standard 13-digit product codes, including water purifiers, dishwashers, induction cookers, microwave ovens, rice cookers, smart toilets (including smart toilet lids), showers, steam ovens (including steam boxes, ovens and steam ovens), sweeping robots, and floor scrubbers. the subsidy standard is a one-time subsidy of 20% of the transaction price after excluding all discounts. each consumer can subsidize 1 product of each category, and the subsidy for each product shall not exceed 2,000 yuan.
regarding the subsidies for the trade-in of old electric bicycles, individual consumers who exchange their old electric bicycles (including batteries) registered and licensed in the province in their own name for new electric bicycles under participating business entities, and the registration and licensing time of the old electric bicycles is before the issuance of this notice, will be given a trade-in subsidy of 20% of the final sales price of the product. each consumer can enjoy the subsidy once, and the subsidy amount shall not exceed 500 yuan.
it is reported that promoting the replacement of old consumer goods with new ones is a major decision made by the cpc central committee and the state council with an eye on the overall situation of high-quality development in my country. in light of the actual situation in our province, the provincial department of commerce recently issued the "action plan for promoting the replacement of old consumer goods with new ones in heilongjiang province" and its sub-plans in the form of "1+3" to coordinate and promote the replacement of old consumer goods with new ones throughout the province. since the implementation of the policy, commercial departments at all levels in the province have actively innovated consumption scenarios, organized and carried out more than 100 series of consumption promotion activities around the "energy conversion" of automobiles, the "intelligence conversion" of home appliances, and the "renewal" of home furnishings, and the demand for replacement of old with new consumption has been effectively released. up to now, the province has submitted 16,000 applications for subsidies for the replacement of old cars with new ones, driving new car sales of more than 2.3 billion yuan; a total of 140,000 green smart home appliance transactions have been achieved, driving green smart home appliance sales of 820 million yuan; and driving home improvement product sales of 210 million yuan.
