in accordance with the requirements of the "notice on doing a good job in the provincial teacher qualification certification work in 2024" and the "hunan province 2024 teacher qualification certification announcement" issued by the hunan provincial department of education, and combined with the actual situation of teacher qualification certification in our city, the relevant matters regarding teacher qualification certification in changsha in the second half of 2024 are hereby notified as follows:1. acceptable targets1. chinese citizens who support the party’s basic line, fully implement the party’s education policy, consciously abide by the teachers law and other laws and regulations, observe the professional ethics of teachers, love the cause of education, love students, set a good example for others, and have not reached the statutory retirement age.2. the applicant for teacher qualification certification (hereinafter referred to as the “applicant”) should have his/her registered residence, residence (must hold a local residence permit and be valid before december 31), or the location of his/her school (only full-time undergraduate students and graduate students) within the administrative area of changsha city (including wangcheng district, changsha county, liuyang city, and ningxiang city).3. applicants must meet the requirements for obtaining the corresponding level of teacher qualifications as stipulated in the teachers law, teachers qualification regulations and other laws and regulations. applicants for senior high school teacher qualifications and secondary vocational school teacher qualifications must have a bachelor's degree from a normal college or other university or above, and applicants for secondary vocational school internship instructor qualifications must have a secondary vocational school degree or above.4. the standard of mandarin should reach the standard of grade 2b or above in the standard of mandarin proficiency test issued by the national language and writing committee. the mandarin level of applicants for chinese, primary school general subjects and teaching chinese as a foreign language teachers should reach grade 2a or above, and the mandarin level of applicants for phonetics teachers should reach grade 1b or above.5. the changsha education bureau only accepts applications for senior high school teacher qualifications, secondary vocational school teacher qualifications, and secondary vocational school internship instructor qualifications.if you need to apply for kindergarten teacher qualifications, primary school teacher qualifications, or junior high school teacher qualifications, please go to the district, county (city) education bureau where your household registration is located, where you live, or where your school is located for consultation and application (see appendix 2 for details). the specific requirements are subject to the announcement of the district, county (city) education bureau.2. recognition timethe time schedule for this recognition is as follows:1. registration on china teacher qualification network: october 14th - october 25th2. physical examination: october 14th - october 30th3. submit documents through the one-stop service platform: november 1st to november 11th4. document review: november 12th - november 26th5. public announcement: around november 296. certificate issuance: around december 33. application processthe application process for teacher qualification certification is divided into four steps. applicants are requested to proceed in order according to the time.1. registration on china teacher qualification network1. applicants must log in to the china teacher qualification network (https://www.jszg.edu.cn, hereinafter referred to as the online application system) within the time specified in this announcement, apply from the "teacher qualification certification applicant online application portal", fill in the registration information truthfully and completely according to the system prompts, and upload a recent one-inch bare-headed electronic photo (format: jpg/jpeg, color white background, the same version as the photo pasted on the qualification certificate; the application form must be placed in the applicant's file, please keep it properly).2. applicants should take relevant exams and tests and meet the corresponding requirements. applicants who have passed the primary and secondary school teacher qualification exam must determine that the teaching subject is the same as the applied major (such applicants should select "national unified examination" for the examination format when registering on the china teacher qualification network); applicants who have obtained the "teacher professional competency certificate for normal students" must determine that the teaching period and teaching subject are the same as the teaching period and teaching subject on the "teacher professional competency certificate for normal students" (such applicants must select "reformed personnel exempted from examination" when registering on the china teacher qualification network, otherwise the system will not be able to verify and the certification will not pass).3. when applying online, you still need to select a confirmation point. applicants should select the district, county (city) where they are located as the confirmation point based on their household registration, place of residence or address of the school they are attending (see appendix 2 for details).2. physical examination 1. applicants should go to the hospital designated by the changsha education bureau for a physical examination within the specified time (see appendix 3 for specific arrangements). the physical examination results will be sent to the education administration department by the hospital and do not need to be collected by the applicant.2. applicants who are in high school in changsha can go to any designated hospital for physical examination. the physical examination results of all designated hospitals are valid. some physical examination hospitals do not arrange physical examinations on saturdays and sundays. applicants are requested to carefully read appendix 3 and arrange the time and physical examination hospital reasonably.3. submitting documents through the one-stop service platform1. applicants must log in to the changsha one-stop service platform (https://zwfw-new.hunan.gov.cn/csywtbyhsjweb/cszwdt/pages/smart/implement.html) within the specified time, select the corresponding district or county (city) as the processing location (consistent with the confirmation point selected when applying online), and then pass the real-name authentication and submit the materials according to the system prompts (see appendix 1 for the list of materials, and those verified by the china teacher qualification network are exempted from submission). if the application materials do not meet the requirements, the staff will initiate the correction procedure, and the applicant should complete the materials again within the specified time. please pay attention to the relevant processing progress on the one-stop service platform. after the system prompts that the application is completed, the original "on-site confirmation" work is completed, and there is no need to apply at the window of the education administrative department.2. all applicants must submit a graduation certificate that meets the academic qualification requirements through the one-stop service platform. those who fail to submit such a certificate will not be recognized.3. if the applicant is unable to complete the application online, he/she may go to the corresponding confirmation point (appendix 2) during the opening hours of the one-stop service platform to submit the application on-site.(iv) document review1. the teacher qualification expert review committee of changsha education bureau will review the applicant's materials online and make a decision on whether the applicant is qualified. the final result will be based on the china teacher qualification network.2. applicants can check the results of the certification through the one-stop service platform. after all applicants in the same batch have been certified, the results will be announced through the changsha education information network (http://jyj.changsha.gov.cn). applicants can check their application status by paying attention to the "government information disclosure" column of the changsha education information network or logging in to the one-stop service platform. our bureau will no longer inform or notify through other channels.iv. issuance of certificatesthe teacher qualification certificate and the teacher qualification certification application form will be delivered free of charge by mail (ems) (the mailing address and contact number are the information filled in by the applicant on the one-stop online service platform; the mailing time is generally within one week after the end of the public announcement period, and the specific time depends on the number of people who have passed the certification and the progress of the certificate production work). please ensure that the address and contact number filled in on the one-stop online service platform are true and valid (if the delivery cannot be made due to the applicant's own reasons, the re-mailing fee shall be borne by the applicant). it is recommended that the applicant fill in a relatively certain recipient and address. ems will only be delivered if the recipient receives the call in person. please answer the call during the corresponding time period to avoid delays and misses.precautions1. applicants are requested to keep their personal password and registration number safe when registering on the china teacher qualification network so that they can check and modify their personal information (personal information cannot be modified after the online registration is completed). please note: after filling in the personal information, you must click "submit" and the system will prompt "registration successful" and the registration is completed.2. if applicants have any questions or technical problems when registering on the china teacher qualification network, please refer to the china teacher qualification network teacher qualification certification faqs (https://www.jszg.edu.cn/consult.html?type=cjwt&column=jszg). or call 010-56761296 for consultation.3. if applicants have any questions about the policy, they can go to the confirmation point for consultation (or call for consultation) to determine whether they meet the application requirements.4. applicants are requested to undergo a physical examination at any hospital designated by the teacher qualification certification agency. there is no need to collect the physical examination results. if you really need to bring the physical examination results back, please contact the hospital yourself (see appendix 2 for specific arrangements).5. if the applicant does not understand the operation of the one-stop platform, please check the "changsha municipal government service network teacher qualification certification operation guide" (see appendix 6 for details). if you are unable to complete the process, please go to the confirmation point to submit relevant materials (see appendix 3 for details).6. time and address for collecting the qualification certificate: the high school teacher qualification certificate will be mailed to the mailing address filled in by the applicant on the one-stop online service platform; the mailing time is generally within one week after the end of the public announcement period, and the specific time depends on the number of people who have passed the certification and the progress of the certificate production work. applicants must fill in the detailed receiving address and contact number on the one-stop online service platform. it is recommended that applicants fill in a relatively certain recipient and address, such as parents, relatives, etc. ems will only deliver the phone call if the recipient receives it in person. please pay attention to answering unfamiliar calls during the corresponding time period to avoid delays and misses.7. applicants must log in to the changsha one-stop service platform (https://zwfw-new.hunan.gov.cn/csywtbyhsjweb/cszwdt/pages/smart/implement.html) within the specified time, select the corresponding district or county (city) as the processing location (consistent with the confirmation point selected when applying online), and then pass the real-name authentication and submit the materials according to the system prompts (see appendix 3 for the list of materials). if the application materials do not meet the requirements, the staff will initiate the correction procedure, and the applicant should complete the materials again within the specified time. please pay attention to the relevant processing progress on the one-stop service platform. after the system prompts that the application is completed, the original "on-site confirmation" work is completed, and there is no need to apply at the window of the education administrative department.8. residents of hong kong, macao and taiwan who meet the recognition requirements can apply for recognition of primary and secondary school teacher qualifications at their place of residence or the place where the teacher qualification examination is held (they must submit the original certificate of no criminal record issued by the relevant departments of the hong kong special administrative region, the macao special administrative region and taiwan. residents of hong kong, macao and taiwan cannot submit information on the one-stop service platform and must go to office 226 of the changsha municipal government service center to submit relevant information for on-site recognition.).9. applicants are requested to log in to the one-stop service platform using google browser on a computer with good internet speed to avoid difficulty in logging in or lag. the one-stop service platform of changsha is open 24/7 during the specified time, and materials can be submitted at night or on weekends. applicants can choose a suitable time to log in to the one-stop service platform to avoid system lag caused by too many people logging in at the same time.10. applicants are requested to upload materials strictly in accordance with the system requirements. they are not allowed to take photos at will, modify them without authorization, or upload materials that do not meet the requirements or are unclear (the photos uploaded on the china teacher qualification network must be id photos with a white background). if the materials do not meet the requirements, applicants must complete the supplementary materials within the specified time as required, otherwise they will not be accepted.11. the academic certificate is a graduation certificate. please do not upload a degree certificate. for high school and secondary vocational school teacher qualification certification, you only need to upload a bachelor's degree or above graduation certificate. do not upload multiple graduation certificates.12. you only need to submit one of the household registration book, residence permit, and proof of student status to meet the requirements for certification in changsha. the acceptance point selected on the teacher qualification network and the one-stop service platform must be the same as the district, county (city) on the certification document, otherwise the system will not be able to accept it.
