according to media reports on september 23, the vietnamese government issued decision no. 1018 on the promulgation of vietnam's semiconductor industry development strategy (short term to 2030 and long term outlook to 2050).

the strategy outlines three stages of development goals, with the goal of making vietnam one of the world's leading countries in the semiconductor and electronics industries.

according to reports, vietnam plans to first attract foreign investment, enhance the basic capabilities and human resources scale of the semiconductor industry, and gradually become one of the global semiconductor and electronics industry centers.

ultimately, between 2040 and 2050, china aims to become one of the world’s leading countries in the semiconductor and electronics industries and master research and development methods in the semiconductor and electronics fields.

however, power shortages may hinder this goal. in may and june 2023, industrial parks in vietnam's northern provinces experienced rotating power outages, affecting the normal operations of manufacturers including foxconn and samsung.

to cope with the power shortage, the vietnamese government has taken a series of measures, including turning off street lights, adjusting factory operating hours and encouraging more than 11,000 companies to reduce electricity consumption.

although the vietnamese government is working to solve the power problem by increasing coal imports and upgrading infrastructure, it currently appears that these measures may still not be enough to support the rapid development of its semiconductor industry.
