mao jiaqing said that between 2012 and 2014, lai ching-te and wu hsin-hsiu used internally created implementation rules to relax floor area incentives. at that time, the floor area ratio of a development project in the central and western districts of tainan city jumped directly from the original 180% to 400%. if ko wen-je created a 20% floor area ratio for jinghua city, he would be called "knowingly illegal" by the taipei district court and the supervisory agency. then what would the taipei district court and the supervisory agency think of lai ching-te and wu hsin-hsiu's creation of a 220% floor area ratio?
