against the backdrop of the accelerated integration of the guangdong-hong kong-macao greater bay area, zhuhai, as the only city in the mainland connected to hong kong and macao by land, strives to build a high-quality innovation and entrepreneurship environment, highlighting the "four empowerments" to cultivate fertile ground for "double innovation" among young people from hong kong and macao, and attracting more young people from hong kong and macao to zhuhai to pursue their dreams and win-win results, providing inexhaustible power for building a talent highland in the bay area and high-quality development in zhuhai.
based on the participation of young college students from macau in 2023, the seedling program will newly absorb young college students from hong kong this year, aiming to build a full-chain innovation and entrepreneurship ecosystem for young talents in the three places, create a new brand of youth talent training and project incubation services, and attract more young college students from hong kong and macau to develop in zhuhai.
this year's seedling program will last for four months. according to the arrangement, it is planned to serve no less than 80 start-up companies or project teams during the implementation period, of which hong kong and macao companies and project teams account for no less than 40%.

in recent years, more and more young talents from hong kong and macao have been employed and started businesses in zhuhai. as of july 2024, a total of 16,108 enterprises have been registered by hong kong and macao investors in zhuhai, a year-on-year increase of 5.34%; a total of 2,350 individual businesses have been registered in zhuhai, a year-on-year increase of 15.08%.
