fu cong said that traditional donors should actually increase their rescue input and not use humanitarian aid as a bargaining chip for political pressure.afghanistan's overseas assets are the "life-saving money" of the afghan people. the united states should unconditionally unfreeze and return them in full to the afghan authorities.
