zonglan news reporter found out from the video that the incident occurred near the intersection of zhonghua road and jiefang road in wuchang district, wuhan city, hubei province. on september 18, zonglan news reporter contacted the wuchang district urban management law enforcement bureau. the staff member said that she was not aware of the incident and would report it to the leader. she thought it might be the urban management team of the street office and suggested that the reporter consult zhonghua road street.

when the reporter called the party building office again, the staff said that the uniformed man lying on the ground in the video was indeed an urban management team member of zhonghua road street. the incident happened on the morning of september 17. while enforcing the law, the urban management team member clashed with a vendor who occupied the motor vehicle lane. the urban management team member was pushed to the ground by the vendor. after mediation by the police, the two parties reached a settlement and the urban management team member was not seriously injured.
