"historically, villagers in this village used bricks from the great wall to build houses. according to preliminary estimates, dozens of houses and thousands of bricks were involved. the great wall bricks generated after the demolition of some houses have not been effectively collected and protected, and there is a risk of loss and damage, which harms national interests and social public interests." prosecutors from the pinggu district procuratorate discovered the above problems during an on-site visit while promoting the "great wall protection public welfare action."
the prosecutor introduced that according to the "beijing great wall protection and management measures", the great wall building materials belong to the state. after the buildings and structures built with great wall building materials in history are demolished, the relevant units or individuals should transfer the great wall building materials free of charge to the local district cultural relics administrative department.
in august this year, the pinggu district procuratorate issued a procuratorial suggestion to the relevant administrative organs, suggesting that the legal and regulatory requirements for the transfer of great wall building materials be implemented, and that a sound system and mechanism be established to ensure the transfer and protection of great wall building materials. after receiving the procuratorial suggestion, the administrative organs actively rectified the situation and formulated the "measures for the collection, management and use of dispersed great wall building materials in pinggu district" and the "pinggu district jiangjunguan great wall building materials recycling and transfer work plan", which clarified the responsible parties and detailed the work procedures for transfer, acceptance, storage and utilization.
"the prosecutors participated in and witnessed the collection of bricks from the 13 houses included in the demolition plan. these 13 houses have been collectively owned by the village during the new rural reconstruction process. we have conducted surveys and investigations with the village committee staff, and consulted with cultural relics protection experts, striving to ensure that not a single brick is left behind." the prosecutor said that the nearly 1,000 bricks collected have been centrally stored in a special place arranged by the village committee, and the bricks from the remaining 36 houses have also been counted and registered.
