behaviors that disrupt the traffic order in mount emei include illegal operation of cars and motorized tricycles; taxis and online ride-hailing vehicles charging without metered charges or group-charging without the consent of passengers; scheduled buses that stop or pick up tourists at will after entering the scenic area without following regulations; online ride-hailing vehicles and rental cars that carry tourists in the scenic area without obtaining the right to operate the scenic area; business operators (enterprises) using their own cars to carry tourists in the scenic area for a fee; vehicles being parked randomly in tourist gathering places or scenic areas; and other behaviors that disrupt the traffic order in the scenic area.

the notice stated that the jingcheng public security bureau, traffic police, transportation, comprehensive law enforcement, tourism law enforcement and other departments will set up a joint rectification team to carry out centralized rectification actions at tourist gathering places such as emeishan station, emei station, huangwan parking lot, wuxiangang parking lot, and wannian parking lot. if the executor of the law and regulations is a villager or business operator in the scenic area, in addition to being punished according to law, the special funds for the scenic area, the pension subsidy for the scenic area, and the business license of the scenic area will be cancelled in accordance with the "regulations on strictly rectifying the tourism order in emeishan scenic area" (efufa [2019] no. 5).
