in the second week of september 2024, which listed companies have raised red flags regarding environmental protection and information disclosure responsibilities? check out the 177th issue of the a-share green weekly report.

since september 2020, the national business daily has joined hands with the institute for public environmental research (ipe), a well-known ngo in the field of environmental protection. based on authoritative data sources such as environmental quality, environmental emissions and pollution source supervision records released by 337 prefecture-level city governments in 31 provinces, municipalities and districts, they have collected and analyzed environmental information data of thousands of listed companies in china and tens of thousands of their subsidiaries (including branches, shareholding companies and holding companies) every week, and published the "a-share green weekly report", which aims to make the environmental information in the business activities of listed companies in the capital market more transparent with the help of environmental databases and professional analysis and communication capabilities.

based on data collected in the second week of september, a reporter from the daily economic news found that a total of 11 listed companies have recently exposed environmental risks.

green review of the week: 6 state-owned enterprises fined

in addition to factors such as corporate management capabilities, financial status, and industry competition, environmental risk is becoming one of the most important operating risks for listed companies. environmental risk is related to corporate development and corporate image.

the data of this period shows that the risk information of illegal and irregular activities in the field of ecological environment is related to 11 listed companies, of which 6 are state-owned enterprises.

a reporter from the daily economic news found that there are 1.3908 million shareholders behind the 11 listed companies, and their investment targets are on the environmental risk list, which may put them at risk of investment risks.

it is worth noting that in this period's data, dali sanxin mining co., ltd. (hereinafter referred to as sanxin mining) received two fines totaling 928,000 yuan.

the penalty notice with the document number "dahuan [yong] penalty [2024] no. 6" included in credit china shows that "on june 18, 2024, the law enforcement officers of the yongping branch supervised the rectification of the company's environmental problems. through drone aerial photography, they found that there was a construction site near atanqinggou within the company's mining area. after further verification, the construction site was the entrance and exit construction site of the flood drainage tunnel of the flood drainage system project in the company's "yongping county qingyangchang copper mine supporting infrastructure construction project". at the time of the on-site inspection, the flood drainage tunnel had been started, and the entrance and exit support construction of the flood drainage tunnel had been completed. the designed length of the tunnel is 978 meters. as of the time of the inspection, a total of more than 90 meters had been excavated. at the same time, a 320m3tunnel construction wastewater (water gushing) sedimentation tank". according to article 31, paragraph 1 of the "environmental impact assessment law of the people's republic of china" (revised in 2018), sanxin mining was fined 657,000 yuan by the dali bai autonomous prefecture ecological environment bureau.

in addition, the penalty letter with the document number "da huan [yong] penalty [2024] no. 5" shows that when sanxin mining implemented the qingyangchang copper mine mining project in yongping county, yunnan province, it did not follow the countermeasures and measures proposed in the environmental impact assessment documents and the administrative approval requirements to simultaneously build a 2,636m2 supporting facility in the yangaqi mine section.3/day of mine construction and mine water treatment station. the dali bai autonomous prefecture ecological environment bureau imposed a fine of 271,000 yuan on sanxin mining in accordance with article 22, paragraph 2 of the regulations on environmental protection management of construction projects (revised in 2017).

the data of this period also shows that china railway construction corporation (601390.sh, share price 5.02 yuan, market value 124.2 billion yuan)the china railway seventh bureau group changchun engineering co., ltd. (hereinafter referred to as changchun engineering) failed to timely remove the sewage from the temporary sewage storage tank of the china railway changchun expo city, resulting in the direct discharge of sewage to the external environment, and had abnormal operation of water pollution prevention and control facilities, and illegally discharged water pollutants in a way to evade supervision. in accordance with article 83, item 3 of the "water pollution prevention and control law of the people's republic of china", changchun engineering was fined approximately 566,670 yuan by the changchun municipal ecological environment bureau. on september 13, the company involved, changchun engineering, told the reporter of "daily economic news" that the fine had been paid.

environmental penalties: two companies under weili received fines

data for this period show that 9 companies affiliated with 8 listed companies were fined for air or water pollution, involving a total of 1.1887 million shareholders.

among them, weili holding's changzhou dawei environmental technology co., ltd. was fined 320,000 yuan by the changzhou municipal ecological environment bureau for evading supervision and emitting air pollutants. the penalty book with the document number "changhuanwuxingfa [2024] no. 81" included in credit china recorded this penalty.

in addition, guangxi weili environmental protection technology development co., ltd. (hereinafter referred to as guangxi weili), which is controlled by weili, was fined 137,800 yuan by the nanning ecological environment bureau for exceeding the standard for water pollutant emissions.

the penalty letter with the document number "nanning environmental protection bureau [2024] no. 40" disclosed on the official website of the nanning ecological environment bureau shows that on july 4, 2024, law enforcement officers of the nanning ecological environment bureau conducted an on-site inspection of the company and found that the company's crop straw comprehensive recycling project (organic fertilizer project) had sugarcane bagasse, sludge, and waste fruit piled up in the open air in the raw material yard. the leachate produced after rainwater erosion flowed to the low-lying areas of the raw material yard, and then flowed through the rainwater ditch to the ditch beside the g210 national highway outside the factory. the wastewater was gray-black. the wuming ecological environment monitoring station in nanning city sampled and monitored the company's rainwater ditch wastewater outside the factory, and the monitoring report [wuhan environmental monitoring (water) no. [2024] no. 0704] showed that the chemical oxygen demand was 476 mg/l and the ammonia nitrogen was 85.9 mg/l, which exceeded the first-level standard limit of the "comprehensive sewage discharge standard" (gb8978-1996) by 3.76 times and 4.73 times (first-level standard limit: chemical oxygen demand 100 mg/l, ammonia nitrogen 15 mg/l). in accordance with article 83, item 2 of the "water pollution prevention and control law of the people's republic of china", guangxi weierli was fined 137,800 yuan by the nanning ecological environment bureau.

on september 11, a reporter from the daily economic news sent an interview letter to weili's public email address. on september 12, the reporter called weili's public phone number, and the operator said that they would inform relevant colleagues to check the interview letter and follow up on the matter. as of press time, the reporter has not received further feedback.

in recent years, as the esg (environment, social responsibility and governance) investment concept has gradually gained popularity, investors have paid more and more attention to the sustainable development capabilities of enterprises. the environmental responsibility of financial and strategic investments of listed companies should also be taken seriously, so the environmental data of directly or indirectly invested enterprises are included in the a-share green reporting project database.

it should be noted that the disclosure of environmental information data depends on the continuous improvement of the level of environmental supervision information disclosure. from the 2008 "measures for the disclosure of environmental information (trial)" to the newly revised "environmental protection law of the people's republic of china" chapter 5 specifically establishing "information disclosure and public participation", information disclosure has been guaranteed from the perspective of institutional construction.

relevant laws and regulations provide that citizens, legal persons and other organizations have the right to obtain environmental information, participate in and supervise environmental protection in accordance with the law. environmental protection departments of people's governments at all levels and other departments with environmental protection supervision and management responsibilities shall disclose environmental information and improve public participation procedures in accordance with the law to facilitate citizens, legal persons and other organizations to participate in and supervise environmental protection.

the "2018-2019 pollution information disclosure index (piti) report of 120 cities" compiled by the institute of public and environmental affairs (ipe) and the natural resources defense council (nrdc) also pointed out that "disclosure of environmental information as the norm and non-disclosure as the exception" has gradually become a principle recognized by the government and society.
