on september 14, dezhou city held a regular policy briefing on "several policy measures of dezhou city to further promote steady and positive economic development and improve quality during progress". yang haiyan, member of the party leadership group and deputy director of dezhou municipal bureau of commerce, attended the meeting and answered questions from reporters on the subsidy policy related to the trade-in of old consumer goods such as automobiles and home appliances.
since the beginning of this year, dezhou city has actively promoted the old-for-new exchange of consumer goods, issued implementation plans, formulated implementation rules, and held various old-for-new exchange activities to promote consumption, achieving remarkable results.
subsidy policy for scrapping and updating cars: individual consumers who scrap fuel passenger cars with emission standards of national iii or below or new energy passenger cars registered before april 30, 2018 between april 24, 2024 (inclusive) and december 31, 2024, and purchase new energy passenger cars or fuel passenger cars with a displacement of 2.0 liters or less that are included in the "catalogue of new energy vehicle models for vehicle purchase tax reduction and exemption" of the ministry of industry and information technology, will receive a subsidy of 20,000 yuan for scrapping the above two types of old cars and purchasing new energy passenger cars; and 15,000 yuan for scrapping fuel passenger cars with emission standards of national iii or below and purchasing fuel passenger cars with a displacement of 2.0 liters or less. the owner of the scrapped car applying for the subsidy and the owner of the newly purchased car should be the same person, and the scrapped passenger car should be registered in the name of the applicant before july 25, 2024. from august 15, 2024, during the subsidy application review period, the newly purchased car should be registered in the name of the applicant.
home appliance trade-in subsidy policy: from september 12, 2024 to december 31, 2024, individual consumers who purchase refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, range hoods and other 8 categories of home appliances with energy efficiency or water efficiency standards of level 2 or above will be given a trade-in subsidy. the subsidy standard is 15% of the product sales price. for products with energy efficiency or water efficiency standards of level 1 or above, an additional 5% subsidy will be given. each consumer can subsidize 1 product of each category, and the subsidy for each product shall not exceed rmb 2,000, with a maximum cumulative subsidy of rmb 16,000.
it should be noted that consumers who have received subsidies for the same type of home appliance trade-in in other provinces and cities are not eligible for subsidies in dezhou. individual consumers can obtain the dezhou home appliance trade-in subsidy through real-name authentication on the "hui huanxun" applet, and must sell at least one old home appliance from the above eight categories. when purchasing home appliances that meet the subsidy application category, they can enjoy an immediate reduction subsidy at the order payment stage, and enjoy the same subsidy for online and offline consumption.
