this is the second major policy on business environment released by xiamen this year. in june this year, the "key points for optimizing the business environment in xiamen in 2024" was issued, marking the entry of xiamen's business environment into the 7.0 "upgraded version".

a relevant person in charge of the municipal development and reform commission said that xiamen has fully implemented the spirit of the 20th national congress of the communist party of china and the second and third plenary sessions of the 20th central committee, led the further comprehensive deepening of reform with comprehensive reform pilot projects, took the lead in breakthroughs in the international business environment, accelerated the promotion of institutional opening up in terms of rules, regulations, management, and standards, accelerated the improvement of the internationalization level of xiamen's business environment, enhanced xiamen's attractiveness and international competitiveness for global high-quality factor resources, and helped build a node city in the new development pattern.

the implementation plan introduces 19 measures in five major areas to help xiamen actively integrate into and serve the new development pattern, and play an important demonstration and leading role in the construction of an international business environment. the five major aspects mainly include actively connecting with high-standard international economic and trade rules, promoting the connection and innovation of the rule of law within and outside the region, accelerating the connection of internal and external comprehensive transportation hubs, promoting the gathering of international high-end resource elements, and enhancing the international level of scientific and technological innovation to enable the industry level. the implementation plan will be implemented from the date of issuance until the end of december 2026.
