the ocean is the largest carbon sink on earth and plays a key role in mitigating global climate change. the industry standard "ocean carbon sink accounting method" has been officially implemented since january 1, 2023. it is my country's first comprehensive ocean carbon sink accounting standard. at present, many coastal provinces and cities have fully carried out marine ecosystem carbon sink work to promote the high-quality development of the marine economy.

jiao nianzhi, academician of the chinese academy of scienceshe is a promoter of the development of marine carbon sinks in china and even in the world. as early as 2013, as a deputy to the national people's congress, he submitted a proposal on marine carbon sinks, which was approved by the national leaders. in 2015, the cpc central committee and the state council issued aoverall plan for ecological civilization system reform, and clearly proposed to establish an effective mechanism to increase carbon sinks in forests, grasslands, wetlands and oceans.

with the joint efforts of him and his international peers, in 2017intergovernmental panel on climate change (ipcc)the "ocean carbon sink" content was included in the climate assessment report for the first time, providing new basis for scientific and technological strategic decision-making by relevant united nations departments and governments of various countries.
